Program Research & Development - Vietnam

World Concern implements transformational relief and development programs directly and through partners in Asia, Africa, and the Americas to alleviate suffering and improve the quality of life for the world’s most vulnerable.

Goal Statement & Summary of Work: Program Relaunch

Develop a research-based strategic relaunch of World Concern in Vietnam focusing on multi-sector holistic development programming. The relaunch, fueled by our One Village Transformed (OVT) Phase I (3 year) funding, available in January 2019, aims to leverage new program resources and walk with poor and marginalized communities toward longer-term transformational goals that align to our vision, mission, values and strategic priorities.

Activities and Outputs (Consultant/Contractor)

1. With our country history, reputation and sector experience in mind (listed in section 2 below), conduct desk research (consultant and us) to identify:

  • Highest socio-economic need areas for multi-sector programing in Vietnam as identified by the Government and National & International Development Indexes
  • Government ministries and offices that would require collaboration and approvals
  • Other INGO/NGO/CBOs that are working in these areas and potential resource partnerships

2. Prepare research-based program design that builds on our experience, plans and history, such as (but not limited to):

  • Geography – Highest need areas in Central & Northern Highlands and North & Northwest Border Provinces.
  • Sectors
    • PLWHA & At Risk Populations (IDU & drug additional prevention & treatment)– we have history in livelihoods, health (ARVT linkages), psycho-social support and Transformational Impact
    • Protection - Safe Migration, Anti Human Trafficking/Exploitation, GBV, specific interest/experience in women and children (who are the most vulnerable in VN - Northern border areas with China, Laos and?)
    • Strategic Partnerships in Education, Health & Social Services

3. Identify Strategic resources and opportunities and contacts which World Concern OVT funding could leverage– Networks, Multi-National and National Corporations, Church and like-minded organizations, Government, bi- and multi-lateral funding

4. Develop a proposal with strategic options and recommendations. This should be an output that the team can then make strategic decisions around as to desired outcomes – and our ability to leverage programs for additional funding.

5. Once WC strategic direction(s) is/are agreed from item 4, work with WC to determine role and responsibility in developing draft project design. Details will be determined following strategic direction approval.

6. Liaising – Where practical, possible and agreeable – and until WC Vietnam Country Representative is Identified, consultant may liaise on behalf of World Concern with partners in general meetings for research and design (not agreements/commitments, etc). World Concern Asia and HQ staff will coordinate travel to participate in important meetings or events.

7. Other activities as agreed with WC and Consultant.

STATUS – This is an output-based part-time consultancy expected to begin immediately. Final outputs of approved design expected by August 2018.

QUALIFICATIONS & SELECTION – The successful applicant will have demonstrate alignment & excitement to World Concern Vision, Mission & Values and possess significant ground level experience in multi-sector holistic program development within the INGO operational realities of Vietnam. Nationals and expatriates are welcome to apply.

REMUNERATION – Negotiable based on actual agreed work plan and outputs.
