The Lowering Emissions in Asia's Forests (LEAF) program is a five-year program of the USAID implemented by Winrock International, SNV, Climate Focus, and RECOFTC. The purpose of the program is to strengthen the capacity of countries, aiming to reduce greenhouse gas emissions in Southeast Asia in the forestry land uses sector, and support countries to benefit from the framework of the emerging international REDD+ program.

Development of Provincial REDD+ Action Plan (PRAP) is one of the top priorities mandated by the NRAP in the period of 2011-2020. Lam Dong PPC has approved the Provincial REDD+ Action Framework document in Decision No. 67/QD-UBND dated on January 13, 2014, stating needs to complete the PRAP in 2014. The institutional arrangement; REDD+ governance; and implementation of policies and measures are very important for successful of PRAP. In order to fulfil this task, LEAF is supporting Lam Dong province to develop the action plan of forestry sector restructuring.

Ministry of Agriculture and Rural Development issued the Approval Decision "Proposal on Forestry Restructuring" No. 1565 / QD-BNN-VNFOREST July 8, 2013. In Lam Dong province, the construction of the action plan on implementation of proposal in forestry sector restructuring is an important content for the purpose of sustainable forestry development in terms of economic, social, and environmental; gradually shift the growth model towards improving quality, efficiency, competitiveness.

Consultant is responsible for coordinating with local agencies to develop the action plan on implementation of proposal in Forestry Sector Restructuring in Lam Dong province in accordance with the context, resources, and feasible to can be implemented locally under the guidance of the Ministry of Agriculture and Rural Development and the outline of this TOR.

The consulting package will be implemented in the period 11/2014 - 1/2015, after signing the contract. All deliverables must be submitted in both Vietnamese and English.
