Consultant to Assist Project Implementation and Quality Assurance

SCOPE OF WORK
FOR CONSULTANT TO ASSIST THE PROJECT IMPLEMENTATION AND QUALITY ASSURANCE

1. Background

The Communities for Healthy Hearts (CH2) Program is an innovative healthcare delivery model designed to improve hypertension management and control, which focuses on Ho Chi Minh City (HCMC), home to the largest urban population in Vietnam. CH2 is implemented in four districts, which cover a population of approximately 2 million people.

CH2 aims to improve blood pressure control and health outcomes of adults living in urban settings in Vietnam by:

  1. Increasing awareness of hypertension and demand for screening and treatment among adults.
  2. Increasing availability of hypertension screening and referral services.
  3. Increasing availability of hypertension services reflecting the full continuum of patient-centered care in public and private facilities.
  4. Reducing loss to follow-up by strengthening referral systems, increasing patient contact, and empowering patients.
  5. Enabling country-level decision-makers to use project evidence to sustain and scale hypertension services.

2. Scope of work

The consultant will support project implementation and quality assurance. Specific duties and responsibilities include:

  • Assisting in guiding collaborators, healthcare workers and related stakeholders on project implementation, to ensure that the activities meet the project objectives.
  • Providing supervision and support for local partners on implementation, data collection and data entry for CH2’s digital hypertension database: the eHTN.Tracker.
  • Supporting HCMC Preventive Medical Center to coordinate and facilitate training.
  • Supporting the testing and documentation of new innovations aimed at improving hypertension screening, referral, diagnosis, treatment and adherence.
  • Assisting with monitoring, evaluation and reporting.
  • Assisting the Project Coordinator and Monitoring and Evaluation Coordinator to implement quality assurance plan and activities as planned.
  • Other tasks as required by Technical Coordinator.

3. Duration: March 2018 – 31 October 2018

4. Location of work: Ho Chi Minh City

5. Requirements

  • A bachelor degree in public health, social science or related fields
  • Experience in project implementation and execution skills
  • Good communication skills
  • Good at database management and data processing
  • Good computer skills (MS office application, including Word, Excel, PowerPoint and statistic software)
  • An understanding of the Vietnam healthcare system, public health issues, especially hypertension in Vietnam
  • Experience in project monitoring and evaluation and quality assurance is an advantage
