INTERNAL PROCEDURES MANUAL (IPM)
PRODUCTION & IMPLEMENTATION

SOCODEVI, the Société de coopération pour le développement international, is a network of cooperatives and mutuals that share technical expertise and know-how with partners in developing countries in order to create, protect and distribute wealth. SOCODEVI is a Canadian not-for-profit corporation for international development established in Vietnam since 2002.

The Vietnam Cooperative Development Project (VCED) is a newly Project managed by SOCODEVI and financed by the Department of Foreign Affairs, Trade and Development (DFATD) of Canada. Project duration is of5 years ending on March 2020.

SUMMARY OF THE PROJECT:

The Vietnam Cooperative Enterprise Development (VCED) Project is co-implemented by SOCODEVI and CMARD2 and financed by the Department of Foreign Affairs, Trade and Development (DFATD) of Canada. The duration of the project is of 5 years, ending in March 2020.

VCED is an important capacity building project that expect to support agricultural cooperative in dairy milk and fruits value chains. This project aims to improve the Vietnamese cooperative sector contribution to gender-equitable economic growth and to farmers’ livelihood conditions. To achieve this, VCED Project will work at three different levels:

• Establishment and strengthening of autonomous, profitable and sustainable agricultural cooperative enterprises in strategic value chains within the Vietnamese economy to become reference models for scaling up;
• Improvement of productivity and quality of agriculture production in a sustainable manner at the farm level with added-value;
• Support the Government and stakeholders of the cooperative sector in the establishment of an enabling environment for the cooperative development.

CONTEXT

• Founded during the last year, Evergreen Cooperative, based in Ninh Thuan Province and operating in the table grape value chain, Green Pomelo Cooperative, based in Ben Tre Province and operating in the pomelo value chain, Don Duong Cooperative, based in Lam Dong and operating in the milk value chain, and Binh Thuan Dragon Fruit Cooperative, based in Binh Thuan and operating in the dragon fruit value chain, are currently setting their base for effective, efficient and transparent management. In each cooperative, some important steps have been to produce the bylaws, conduct the first elections, hire a manager and an accountant, and implement an accounting software. On the verge of starting their operations, there is now a need for these cooperatives to formalize their administrative, financial and accounting practices in an Internal Procedures Manual (IPM) and train the Board of Directors, Surveillance Committee and Staff in implementing it.
• Evergrowth Cooperative, based in Soc Trang Province and operating in the milk value chain, has been established more than 10 years ago and is thus more advanced as regards to management practices, though there is room for improvement. An IPM has been produced many years ago, but isn’t being used because not up-to-date which can cause confusions among elected officers and staff.

WORKING PLACE: Ho Chi Minh City, Soc Trang, Ninh Thuan, Ben Tre, Lam Dong and Binh Thuan provinces.

DURATION: From January 15 to February 28, 2018.

GENERAL DUTIES:

Under the direct supervision of the Project Director, the Consultant will be responsible for these assignments:

• Evergrowth Cooperative:
  
  • Consult the current IPM;
  • Evaluate the needs and updates to be made by examining the current administrative, financial and accounting practices;
  • Produce a new version of the IPM adapted to the accounting software used that will ensure effective, efficient and transparent management;
  • Train the Board of Directors, Surveillance Committee and Staff in implementing the IPM;
  • Train the VCED Cooperative Advisor of the province to provide support and advice and monitor the implementation of the IPM.

• Evergreen Cooperative, Green Pomelo Cooperative, Don Duong Cooperative and Binh Thuan Dragon Fruit Cooperative:
  
  • Use the IPM produced for Evergrowth and adapt it to the specificities of these cooperatives;
  • Train the Board of Directors, Surveillance Committee and Staff in implementing the IPM;
  • Train the VCED Cooperative Advisor of these provinces to provide support and advice and monitor the implementation of the IPM.

EXPECTED OUTPUTS

All the outputs should be submitted written in both English and Vietnamese:

• IPM of Evergrowth, Evergreen and Green Pomelo cooperatives.
• Assignments report.

KNOWLEDGE AND SKILL REQUIREMENTS:

We require the consultant to have:

• Experience in producing IPMs – experience in the cooperative sector is a plus.
• Excellent written and spoken English skills is a must.
