UNICEF Viet Nam is looking for an individual national consultant residing in Viet Nam for the assignment Improving Governmental Capacity of Planning and Implementing of P135 in Dien Bien.

Qualifications and experience required:

In order to fully achieve this assignment’s objectives, UNICEF is looking for a national consultant residing in Viet Nam with the following experience and qualifications:

  • Proven experience and a successful track record in similar assignments especially assignment related to equity and protection of children and women;
  • A master degree in social science, public policy or related field with minimum 10 years of professional work experience in programme planning, management, monitoring and evaluation relevant to Poverty reduction programs or closely related fields;
  • Proven experience in decentralization  and capacity building of local government staff in development programs/project management ;
  • Experience in facilitating dialogues with professional networks for practitioners and policy makers across UN agencies, governments and non-governmental organizations;
  • Experience in developing reports in English for a wide range of audiences, including practitioners in the field and policy makers;
  • Technical experience in implementing Child Rights programmes will be considered a strong asset.

1.      Letter of Interest including availability;

3.      A 2-3 page proposal outlining the proposed documentation ideas, describing the comparative advantage to undertake the assignment, the samples (report) of past relevant works;
4.      Proposed consultancy fee lump sum including breakdown of travel costs for two domestic trips to Dien Bien (total 5 days of DSA);
5.      Performance Evaluation Report (if available)/References of similar consultancy assignments.

Closing date for receipt of applications is 11 August 2016 at 18:00 hours Ha Noi Time.
