1. Background of consultancy assignment / project

WWF is one of the world's largest and most respected independent conservation organizations, with over 5 million supporters and a global network active in over 100 countries. WWF's mission is to stop the degradation of the earth's natural environment and to build a future in which humans live in harmony with nature, by conserving the world's biological diversity, ensuring that the use of renewable natural resources is sustainable, and promoting the reduction of pollution and wasteful consumption.

Shrimp farming for export provides income and livelihoods for thousands of households in the Mekong Delta of Vietnam. In 2016, the revenue of Vietnam shrimp exports reached $3.1 billion USD. Attractive profits drive farmers in some areas to do whatever it takes to raise shrimp despite unfavourable farming conditions. Spontaneous farming, uncontrolled by quality and standards of the industry, has led to economic loss from disease outbreak and inability to meet importer’s requirements. It has also caused severe environmental impacts such as pollution, depleted of marine resources for feeds and mangrove forest loss.

In response to these challenges WWF Vietnam has been collaborating with the provincial DARD of Baclieu, Soctrang and Camau to support farmer groups/cooperatives to take further improvement steps in applying the Better Management Practices (BMPs) towards the end goal of ASC certification thought trainings, workshops, studies, piloting models on energy and natural resources efficiency use conducted. Currently, the project is supporting 30 farmer groups/cooperatives applying BMP, and 2 of 30 farmer groups/cooperatives certified ASC. Furthermore, the project has implemented the survey and analysis on small-scale shrimp farms aiming at determining the optimal models on shrimp aquaculture at different small-scale farms in ASC/BMP cooperatives/farmer groups whether responsible aquaculture programs lead to improved environmental performance as determined by measures (indicators) of seven key impact categories that was conducted in 2016 by potential consultants.

Based on these first step results and research database, WWF Vietnam is looking for consultants/experts conducting review and assess of financial and technical efficiency of shrimp culture systems in the ASC/BMP farmer groups and reports through using the methods of Data Envelopment Analysis (DEA) on shrimp aquaculture production at farms.

The study aims at seeking the optimal models on shrimp aquaculture at different small-scale farms in point of views bellow:

  • Reviewing of shrimp farming models are applying ASC/BMP standards in farmer groups/cooperatives to seek the optimal models on technical and financial efficiency at different small-scale farms;
  • Comparing results and research database in 2016 with survey results in currently to identify the improved impacts of feed efficiency; health management, natural resource efficiency use and energy in small-scale farms in ASC/BMP farmer groups;
  • Determining and recording database on technical and financial efficiency levels of optimal models to share and extend these models to others cooperative/farmer group in project sites.?

2. Proposal required

  • Profile, financial proposals and CVs of consultancy service must be required to be signed and stamped;
  • Certifications/degrees of consultant team related to fields as ToR required (copy examples);
