NOTICE OF CALL FOR EXPRESSIONS OF INTEREST  VIE/033 14 009

Title: Short-term consultancy to consolidate and document good practices in plantation for protection of shorelines, waterways, dunes, and natural resources

Maximum budget: VND 100 Million – performance period of two months

With financial support from the Governments of Viet Nam and the Grand Duchy of Luxembourg, the CLIMATE ADAPTED LOCAL DEVELOPMENT AND INNOVATION PROJECT – VIE/033 -- launches a call for EOI for the acquisition of services for a short-term consultancy assignment “To consolidate and document good practices in plantation for protection of shorelines, waterways, dunes, and natural resources.

Service providers that are invited to express their interest to offer the services mentioned above are individuals and organisations. Indicatively, service providers will have to demonstrate their technical capacity and experience as per the following requirements:

  • A service provider may be a group of consultants or organisations in which it is requested to have  a group of 3 consultants for this assignment.
  • Each consultant has a minimum master’s degree in forestry, biology, environmental studies, natural resource management, or other relevant scientific degree. Any relevant specialisation in line with the focus of this assignment will be considered an advantage;
  • Experience and expertise in the area of community-based or community-driven afforestation/ reforestation and/or conservation, in Vietnam or elsewhere, and ideally in coastal and lagoon areas, with/for national/international government/non-government agencies;
  • Knowledge of available documentation and of current good practices (techniques, models, interventions…) that aim to protect shorelines, waterways, dunes and people’s natural resources;
  • Strong analytical and research skills;
  • Excellent communication, networking, interpersonal and facilitation skills; 
  • Demonstrated experience in writing research reports in a concise and focused manner, in both English and Vietnamese. Relevant publications will be considered added value;
  • Fluency in spoken and written English.

The start of the contract is foreseen for 20 October and to terminate on 25 December 2014. Service providers must be available for the entire period foreseen and expected to work in Hue City and Quang Dien, Phu Vang and Phu Loc districts, Thua Thien Hue province.

The maximum budget available for this contract is VND 100 million (taxes included). Detailed TOR are attached separately.

Interested service providers are invited to submit sufficient documentation in response to the selection criteria. The shortlist of candidates to be invited to submit a complete proposal will consist of the three (3) candidates with highest qualification and rank against the selection criteria.
