Consultant to conduct a household economic management training for Enhanced Homestead Food Production Program in Son La, Helen Keller International in Vietnam

TERMS OF REFERENCE

Background

Helen Keller International (HKI) is an international non-governmental organization. Its mission is to save the sight and lives of the most vulnerable and disadvantaged by combating the causes and consequences of blindness and malnutrition. We do this by establishing programs grounded in evidence-based research in eye health and nutrition.

HKI-Vietnam is conducting a 3-year project: “Improved Household Food Security and Nutrition through Enhanced Homestead Food Production in Son La Province, Vietnam” (EHFP). The EHFP model’s ultimate goal is to improve the nutrition and micronutrient status of mothers and children under two years of age in Tan Lang commune, Phu Yen district, Son La Province via: behaviour change communication, nutrition education and agricultural training, and the production and consumption of micronutrient rich foods by establishing homestead food production

Objectives of program:

  • To improve year-round production and consumption of micronutrient-rich foods among target households, particularly among women and children under two years of age;
  • To improve optimal maternal and child nutrition behaviours;
  • To generate additional household income from sale of excess HFP produce;
  • To empower participating women to contribute to the improved nutrition and well-being of their families and in their communities.
  • As part of the HKI’s support for targeted households in Tan Lang commune, HKI would like to invite an experienced trainer to conduct a short training course of household economic management.

Goal and objectives of the consultancy:

  • The goal of the consultancy is to design and conduct a short training course for women and men who are responsible for household economy in Enhanced Homestead Food Production program in Son La province, Viet Nam and report the results of the training.
  • Requirements for this consultancy:
  • Should tailor training materials to meet the nature of EHFP program in Son La
  • Should deliver the training course in a practical way and include practice sessions
  • Should relate household economic management with homestead food production and marketing of the surplus product
  • Should make a link between economic management and empowerment of women in the family and community
  • Should make a link between household with nutrition, health and education investment and involvement of women in decision making in household economy.

SCOPE OF WORK

  • In carrying out the consultancy, the successful candidate shall undertake the following key tasks:
  • Review the existing materials and publications on investment promotion and consult with relevant stakeholders
  • Develop an agenda, training materials for the training course in consultation with HKI
  • Conduct the training course of 02 days for selected project beneficiaries.
  • Go to Phu Yen, Son La Province within 11th to 15th of July 2016 for conducting this training
  • Write a course report.

DELIVERABLES

  • A training course of 02 days for 20-25 selected households under EHFP program in Son La

TIMEFRAME:

  • Tentative timeline: July 2016
  • Review and Course development: first week July 2016
  • Field trip: Within 11th to 15th of July in Phu Yen district, Son La province, Vietnam
  • Reporting: 16th – 24th of July

Qualification requirements:

Experience:

  • Master degree in the area of interests (Economy, Agriculture Economy, etc)
  • Minimum 5 years of recognized expertise in economic training
  • Experience in working in rural and remote areas in Vietnam and familiar with development issues in Vietnam
  • Experience working with different ethnic minorities
  • Gender equity
  • Fluency in English and Vietnamese language

Budget: The fee for consultant will be negotiated and applied following HKI Vietnam regulations.
