COMMUNITY TRAINING
“GROUP MANAGEMENT SKILLS AND COMMUNITY ACTIVITIES TOWARD ESTABLISHING THE COOPERATIVES/ COOPERATIVE GROUPS”
Project: Scaling up Mangrove EbA in the Mekong Delta (SNV/MAM2 project)

I.  Background

SNV Netherlands Development Organisation has been working in Vietnam since 1995, and is committed to reducing poverty by catalysing environmentally sustainable solutions for the poor in agriculture, energy, water & sanitation, and REDD+. SNV is engaged in the agriculture sector implementing Value Chain, Inclusive Business and Climate Change adaption and Mitigation activities.

As Southeast Asia has lost half their mangroves over the past 30 years, primarily as a result of clearing for shrimp ponds.  This has serious consequences such as mangroves protect against tidal waves and storm surges. They are vital fish nursery-grounds, provide timber, honey, and other products and raise land level by trapping sediment.  They also sequester carbon faster than any other forest type.  Healthy mangroves thus make important contributions to both climate change adaptation and mitigation and form the basis of coastal ecosystem-based adaptation.

Scaling up Mangrove EbA in the Mekong Delta (MAM2), funded by Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU), implemented by SNV in coordination with Ca Mau Provincial People’s Committee (PPC). This project has tried to build capacity for local stakeholders (Aquaculture/forestry sectors, local authority, private companies, and farmers); improve livelihood of mangrove – shrimp farmers on degraded mangroves by promoting shrimp certification and restoration; recommend for policy makers for Payment for Ecosystem Services on Aquaculture; and create enable conditions for accessing climate change fund, REDD+. Project focused sites will be in Ngoc Hien district for these activities.

The MAM2 project, SNV-Vietnam Agriculture programme has been cooperating with Ca Mau Provincial People’s Committee/Department of Agriculture and Rural Development, seafood enterprises, Forest Management Boards and shrimp households in Ca Mau since 2012.

The MAM2 project is now seeking national specialist in community management trainer for group leader training in Ca Mau province.

II.        Consultancy service description:

1.    Objectives:

To support capacity building for Group Leaders, Forest Management Boards and local authorities on group management to promote community resilience in coastal province. The important content that should be provided on training course are:

  • ­    Importance of cooperative and farmer groups in value chains and climate change resilience;
  • ­    Group management and leadership in group;
  • ­    Soft skill on organising the community activities;
  • ­    Introduce some benefits of cooperative groups or cooperatives.
  • ­    Introduce some cooperative group models in mangrove/shrimp that are efficiently in Vietnam

2.    Scope of work

The project aims to capacity building Group Leaders, Forest Management Boards and Local Authorities. In which, all project areas are involved, such as, Nam Can, Ngoc Hien districts.

3.    Methodology/Tasks

  • ­    Review current needs on training participants and project;
  • ­    Design for training materials and participants;
  • ­    Testing for applicable of training material to match designed participants/trainees levels and needs;
  • ­    Conduct training in Ca Mau for designed participants.

4.    Deliverables:

All deliverable are in Vietnamese and English with the following contents:

  • A proposal for fulfilling training design for CM’s Leader Group and Local Authority that include methodology, design, monitoring and work-plan and estimated costs for trainer;
  • Training materials and presentation PowerPoints for training (in soft copy);

 

5.    Timeline:  From November 2017 to December 2017.

III.      Qualifications, skills and experience required:

The consultants need to have the following qualifications:

  • Having certification of expertise in forestry community or related area.
  • Having at least 5 -year experience in this area;
  • Having capacity of reporting in Vietnamese and English in this topic.
