UNICEF VIETNAM is looking for qualified institutional/Corporate service from International and National organizations for the “Literature review and mapping of interventions of child labour in Viet Nam – Child Protection”

Summary of the Assignment

The purpose of this study is to increase understanding on the scope and drivers of child labour in various sectors, what services are currently available for child labourers and their families, and who is doing what in respect of child labour in Viet Nam. The study is designed to inform policy development and programming with the private sector and Government, including the National Programme on Worst Forms on Child Labour and the National Programme on Child Protection.

Specifically the study should:

1. Conduct a review of existing literature on child labour in Viet Nam in order to synthesize the scope of child labour in various sectors, and the evidence on ‘what drives child labour in Viet Nam?’

2. Map the current services (direct and indirect) to address child labour and their availability/accessibility to child labourers and their families in Viet Nam.

  • The mapping should include services provided by government, quasi-government organisations, non-government, international organisations, and any services provided by the private sector.
  • The mapping should attempt to draw linkages with the findings in Section 1 above on the scope and drivers of child labour.
  • The mapping should clearly show gaps in services and availability/accessibility of services.

3. Map the stakeholders and their interventions to address child labour in Viet Nam.

  • The mapping should include government, quasi-government organisations, non-government, and international organisations.
  • The mapping should dedicate particular attention to private sector actors and their current interventions.
  • The mapping should also indicate partnerships between various actors.

4. Analyse the capacity of various stakeholders and their interventions to address child labour in Viet Nam.

5. Based on the information and evidence generated, provide reasoned recommendations for the Government of Viet Nam, relevant stakeholders, and UNICEF on addressing child labour in Viet Nam.

  • In terms of recommendations for UNICEF, the study should take into account UNICEF’s mandate, its work in child protection and partnerships, and the CRBP to provide reasoned suggestions for how best UNICEF Viet Nam can engage with the private sector to address child labour in Viet Nam. The recommendations should also account for the One UN context of Viet Nam.
