The British Embassy in Hanoi is part of a world-wide network of 230 posts representing British political, defence, economic, trade, and consular interests around the world.  We are currently looking to recruit a Community Liaison Officer – Grade A2 (L). The appointment will be initially on a 1-Year Fixed-Term contract, subject to extension.  This will be a Part-Time role and the jobholder will be expected to work 17.5 hours a week.

The Community Liaison Officer will work closely with Embassy Management for the well-being of all staff at the Embassy in Hanoi and the Consulate General in Ho Chi Minh City (posts). The primary function of the role is to be an advocate for, and to provide support to staff and families posted from the UK to Vietnam (UK-based) on family and community issues, including in the areas of information gathering, welfare and communication.

Main Functions

  • Information gathering
    Seek, compile, maintain and disseminate information which will help British Government staff thinking about working in the British Embassy in Hanoi or the British Consulate in Ho Chi Minh City understand the situation and environment at post. This should include information on spouse/partner employment at post, children's education, feedback on adult education, career and training opportunities, single officer and foreign born spouse/partner issues, recreational facilities, social matters, and completion of the Diplomatic Service Family Association (DSFA) Spouse and Partner Annual Employment Report.
  • Welfare at Post
    Welcome staff on posting/temporary duty/flexible deployment and accompany families to ensure a smooth integration into the life of the Post community. Ensure that staff are settling in fine; and be a source of referral and support where questions, problems and difficulties arise. Provide post community induction.
  • Advocate
    Be an advocate for UK-based staff and families in addressing issues of importance with Post Management. Act as main point of contact between Post and DSFA in London.
  • Communicating
    Effectively communicate community and social matters at Post to all staff.
  • Information Management
    Responsible for the management of the Post Welcome Pack, the Communication Liaison Officer homepage on the Intranet/SharePoint site, the update and review of the Post Report and Fact Sheet.

Requirements

  • Strong interpersonal and communication skills
  • Fluent in written and spoken English; knowledge of Vietnamese would be an advantage
  • Proven record of taking responsibility and using initiative, excellent self management, organisational and planning skills
  • Cultural sensitivity and awareness
  • Good judgement and a positive approach to the challenges of living and working in Vietnam
  • Understanding of issues arising from overseas relocation and of living in a foreign country
  • Practical knowledge of Vietnam (Hanoi and Ho Chi Minh City)
  • Sound advocacy and influencing skills
  • Good IT skills; proficiency in using MS Office applications
  • Counselling/ mediation skills/ experience would be desirable

The annual salary for this position starts at VND 132,132,000.
