Community Capacity Development Officer (CCD Officer)

Good Neighbors is an international, non-profit humanitarian organization that plans, implements and raises funds for the provision of services in child education, community development, health, sanitation, and disaster relief projects. Currently Good Neighbors has been operating in 37 countries, supporting approximately 17 million people, including about 10 million children.

Good Neighbors International in Vietnam (GNI) is implementing Community Development Projects (CDP) based on child sponsorship in 3 provinces; Tuyen Quang, Hoa Binh, and Thanh Hoa. GNI is working in main areas as child sponsorship and education, water and sanitation, income generation, etc. in 9 CDPs and is managing about 10,000 sponsored children.

1. KEY WORKING RELATIONSHIPS

Internal: Country Director, Managing Director, OD Manager/Officer, CCD Team Leaders/Officers , Admin-Finance Manager/Officer, PM, Project Officers

External: GNI’s Donors, Partners, Governmental Officials, INGOs, Communities

2. MAIN DUTIES

  • Develop children and school education:
    • Conduct baseline survey, teaching and learning condition at kindergarten, primary and secondary schools in project area to ensure the need for support of school in terms of facilities and capacity development;
    • Cooperate with school board, communal CDC to prepare proposal and implement supporting activities in compliance with the need of schools;
    • Monitor and facilitate regularly construction activities when they are implemented.
    • Take positive role in introduction and development of program within the project.
  • Community development:
    • Survey, study socio-economic condition, problems and resources for development in the locality, design suitable development program;
    • Cooperate with communal CDC to organize village developing board to implement development activities in villages, hamlets and communes;
    • Consult and support village developing board to prepare plan of developing villages in the field of education, culture, healthcare, water, sanitation and environment;
    • Cooperate with village developing board, communal CDC to prepare proposal for development activities;
    • Cooperate with relevant parties to implement approved community development activities and ensure schedule of quality of these activities;
    • Conduct direct and regular monitoring, checking and facilitating implementation of these activities in villages, hamlets and communes;
    • Provide technical consultation for schools, clubs, village developing board, communal CDC when necessary to promote program’s effectiveness; Provide timely support to resolves problems for relevant parties during activity implementation;
    • Develop relationship between GNI and partners, facilitate participation of community members and relevant local departments in community development;
    • Take responsibility for quality and  schedule of mentioned activities in the locality;
    • Organize periodic assessment on the effectiveness of mentioned educational and community development program;
    • Fulfill other tasks relating to project activities when requested by CCD team leader in CDP, PM and HO.

3. QUALIFICATIONS REQUIRED

Education:

  • Graduate from college, university in the field of technical pedagogy, construction, environmental sanitation, foreign language, information technology

Work experience:

  • At least 1 year relevant working experience.
  • Have experience in study, collecting and analysing data.
  • Experienced and possess project management skill: planning, implementation, checking and evaluation of outcomes of each activity.

Skills

  • Ability to work independently and work with the team;
  • Ability to work under pressure;
  • Good organizing skills and interpersonal skills;
  • Good skill in computer use: Word, Excel, PowerPoint and Email
  • Basic English skill.
