Community Based Adaptation Project Officer

CARE in Vietnam is looking for an experienced and qualified Vietnamese to fill in Community based adaptation project officer for Climate Change Component.

Position information:
Position title: Community based adaptation project officer
Reporting to: Project Manager
Contract: Two years contract with possibility of extension
Base in: Hanoi with travel to project sites when required

Position Summary
The CBA Project Officer will assist the Climate Change Coordinator to implement the Component of coping with disasters and climate change, including supporting target communities in the Northern Mountainous to adapt with DRR and CC, tools and methods development, partner liaison and administration support for communication and coordination of issues relating to the adaptation of the ethnic minority people to climate change with the CARE in Vietnam program staff and a wide range of national and international stakeholders. Special support will be given to facilitate the mainstreaming process of climate change with other components of CASI III.

Duties
- Under the supervision of the Component Manager, support in implementation of activities under the component in line with agreed programme framework, programme operations and advocacy/ coordination and communication aspects
- Coordinate research on impacts of CC in northern Vietnam uplands areas, vulnerability to these impacts, identification of hot spots and existing coping strategies
- Support to facilitate design and development of tools and methods for community based adaptation for ethnic minority groups in uplands, including capacity and vulnerability analysis, identification of potential adaptation interventions, increasing EM groups adaptive capacity etc.
- Support partners in climate change mainstreaming into their projects including the vulnerability and capacity assessment, design adaptation strategies with special attention to  indigenous  knowledge and local initiatives and options for multiple benefits, integrate DRR/CC into local social economic development planning
- Support partners in implementation of adaptation strategies
- Test the tools with partners in area projects, monitor and record outcomes
- Document methods, good adaptation practice, experiences and results from communities and partners.
- Support to build capacity for partners (VNGOs, local authorities) and programme staff on climate change adaptation including trainings, coaching, co-planning, and others if required.
- Monitor the climate change adaption mainstreaming in CASI components using developed indicators to ensure the quality of climate change adaptation mainstreaming
- Assist with organizing workshops, trainings, developing training guidelines and materials relating to climate change awareness raising and mainstreaming for partners, local authorities and beneficiaries.

Cooperate with other team members to share the experience of the mountainous people in adaptation to climate change, and good adaptation practices with CCWG and other stakeholders to scale up the project practise and to contribute for advocacy objective.
Support to build capacity for CARE staff on CC.
 
Administrative support to the Climate Change Component
Conduct administrative duties related to all aspects of implementation of the Component and follow all management procedure of CARE in Vietnam.
Ensure that all necessary financial procedures of climate change activities, including those conducted by partners are completed and in accordance with CARE’s financial management systems;  
Take meeting minutes and prepare meeting/workshop reports when required
Contribute to managing information on project process and the preparation of  reports on project activities in agreed formats;
Arrange and expedite funds transfer, travel plans and logistics;

Selection Criteria
University Degree in environment or relevant subjects
Experience/knowledge with upland livelihood and/or natural resource management system and challenges
Good capacity to facilitate participatory climate change/diaster risk reduction tools, methodology, analysis.
Good communication, good facilitation and team work
Fluent English
Experience/skills with research, survey. 
Understanding of ethnic minority discrimination, underlying causes of poverty, respect for ethnic minority knowledge and capacities
Good writing skills in both English and Vietnamese
