A. Project Background

The overall goal of the Climate Smart Community Based Disaster Risk Reduction (Climate Smart CBDRR) Project is for vulnerable communities in the Mekong Delta to have increased resilience to the current and projected impacts of climate change. Funded by the Australian Government through the cooperation between Vietnam Red Cross (VNRC), Australian Red Cross (ARC) and German Red Cross (GRC), the project builds on Vietnam’s successful community based disaster risk reduction model, which includes a range of training in communities, schools and for emergency response teams, the development of early warning systems, and the provision of community resources and equipment.

The Climate Smart CBDRR Project works towards achieving three key objectives that will contribute to increasing the target communities’ resilience to climate change related risks:
1. Target communities are better prepared for weather related disaster and climate change risks through improved systems, resources and skills.
2. Target communities have improved climate change adaptation measures in place.
3. Vietnam Red Cross has greater capacity to support target communities to plan for and respond to weather related disasters and impacts of climate change.

B. Objectives

The Climate Smart CBDRR Project Management Unit is seeking the services of a communication consultant to develop a communication and information dissemination strategy, provide  advice on communications issues and increase the visibility of the project among relevant partners. The key objectives of the consultancy are the following:

1) Harmonize the IEC material used in the project with those developed by Red Cross/Red Crescent Movement partners in Vietnam (especially Vietnam Red Cross) and relevant government-approved IEC material
2) Increase the visibility of the project among key stakeholders
3) Improve the understanding of the Climate Smart CBDRR concept at all levels in Kien Giang and An Giang

C. Main Tasks and Deliverables

Key tasks:
- Summarize the use of IEC material among RC/RC partners in Vietnam and relevant organizations working on Community Based Disaster Risk Management (CBDRM)
- Develop a communication and information dissemination strategy for the project including type, scope, frequency and target of products
- Ensure coherency of key messages with technical reference material from the RC/RC Movement (especially on disaster risk reduction)
- Ensure key messages reach vulnerable groups including women, people with disabilities, and ethnic minorities
- Develop and/or assist in the design, printing and dissemination recommended priority communication material

Deliverables:
- Communication and information dissemination strategy for the CS-CBDRR project
- Priority communication products in line with the communication and information dissemination strategy

D. Duty Station and Travels

The communication consultant will be working home-based in Hanoi. He/she is foreseen to participate in activities and meetings in Hanoi, Kien Giang and An Giang based on an agreed schedule. Travels related to the work will be organized and paid for by the project.

E. Languages

The communication consultant is required to be fluent in writing, speaking and reading both English and Vietnamese.

F. Responsibilities

The consultant will be reporting to the GRC DRR/CCA Program Coordinator and working in close collaboration with GRC Project Manager and ARC Quality Development Officer. During the consultancy period, the consultant will also work in close cooperation with Vietnam Red Cross staff at all levels.

G. Education and Experience

  • University degree in communications or other relevant field
  • Experienced working on communications issues for national agencies and/or international organizations would be an asset
  • Experience targeting materials for women, people with disabilities and ethnic minorities would be an asset
  • Extensive experience in developing communication products to various audiences
  • Highly skilled in using graphic design software
  • Knowledge of disaster risk reduction and climate change adaptation is an advantage
  • Good knowledge of the Mekong Delta context
