Organization and project description: Plan is an international humanitarian, child-centred community development organization without religious, political or government affiliation. Plan Vietnam, in cooperation with the local authorities, is currently implementing projects in 9 provinces and cities in the northern and central regions of the country. Plan Vietnam has a new Country Strategic Plan CSP4 for 2016-2020, which outlines the situation of children, and Plan’s response to these issues in the areas of health, education, livelihoods, child protection, water and environmental sanitation.

The Because I am a Girl Urban Programme (BIAAG UP) is a global initiative of Plan International to address the increased risks and opportunities for adolescent girls in urban areas. The overarching goal of the programme is to build safe, accountable, and inclusive cities with and for adolescent girls in all of their diversity. The outcomes of the programme include:

• Increased girls’ safety and access to public spaces.
• Increased girls’ active and meaningful participation in urban development and governance.
• Increased girls’ autonomous mobility in the city.

From 2013, Hanoi Program Unit started the Safe and Inclusive Cities for Adolescent Girl by tackling the girls’ safety on public transportation. The project focuses on increasing willing­ness of bystanders to protect and support girls when faced with insecurity in transportation sys­tems and to advocate transport authorities and staff to promote and support the safety of adolescent girls when using public transportation services.
