The Vietnam country office is committed to respond to community health needs in Vietnam and works in such areas as reproductive, maternal, and child health, TB, HIV, vaccines and immunization, emerging and epidemic diseases, and health technologies. To achieve impact, PATH Viet Nam works across the public and private sectors and focuses on sustainable, system-level changes.

PATH is implementing a United States Agency for International Development (USAID) project entitled Healthy Markets Activity with an overall goal to grow a viable commercial market for HIV related goods and services – such as condoms, HIV testing and counseling and sterile needles and syringes – that is capable of meeting the needs of populations facing the greatest risks. The expected program will include a network of complementary partners to bring about changes that result in strengthened local leadership and capacity for comprehensive and effective programming and social marketing of critical HIV goods and services.

PATH seeks a Commercialization Officer based in Hanoi, Vietnam. The Commercialization Officer will be help stimulating a commercial market for HIV prevention products and services, including condoms, lubricants, needles and syringes and HIV testing and counseling services. The Commercialization Officer will be responsible for the following key activities:

  • Identify and address challenges in production, sales, distribution and quality of condoms and other HIV related goods and services in the market;
  • Support Vietnamese manufacturers to capture the domestic market for HIV prevention products;
  • Provide technical assistance to local manufacturers and distributors to ensure readily available, quality assured condoms at competitive costs;
  • Identify needs for policy reform to facilitate and incentivize the engagement of private sector in supplying condoms and HIV related goods and services in the market;
  • Develop a quality certification system for condoms and HIV related services;
  • Broker public and private partnership on supply, distribution and quality assurance of HIV related goods and services;
  • Monitor and scale-up innovations on distribution of condoms and HIV relation goods and services;
  • Oversee work of partners and sub-contractors to engage on variety of commercialization and supply chain oriented activities.

Required Skills

  • Demonstrated skills in manufacturing, supply chain management, and commercialization;
  • Some understanding of the Vietnamese HIV/AIDS epidemic, including sociocultural issues and nuances of working with vulnerable populations;
  • Demonstrated skills and experience in working with government and the private sector in Viet Nam or similar context;
  • Excellent interpersonal skills and able to work effectively in a complex international environment;
  • Well-organized and able to handle multiple tasks and changing priorities;
  • Competence in Word, Excel, and PowerPoint;
  • Excellent communication/presentation skills;
  • Fluency in Vietnamese and English to include reading, speaking and writing.

Required Experience

  • Bachelors or master degree in business, engineering, marketing, public health, or social sciences, or a related field, and at least eight years' relevant work experience in Vietnam or Southeast Asia;
  • Demonstrated experience in manufacturing and vendor relationships and commodity procurement;
  • Experience working with manufacturers and or/distributors to assure continuous product delivery according to both product and manufacturing quality standards for over-the-counter retail products;
  • Ability to track and report to senior management product and manufacturing challenges on a regular basis;
  • Ability to trouble shoot supply side issues and provide technical support if required;
  • Manufacturing Regulatory ISO Approval process experience a plus;
  • Manufacturing production/delivery forecasting experience a plus;
  • Experience with local, regional and national  wholesale and retail distribution channel marketing;
  • Background experience in reproductive or health care products a plus but not mandatory.
