I. BACKGROUND
The Wildlife Conservation Society (WCS) is a non-profit, private organization that saves wildlife and wild places worldwide through science, conservation action, education, and inspiring people to value nature. WCS has been working to strengthen the commitment and capacity of the Vietnamese government to combat wildlife trafficking since 2006 and have established a well-respected presence in the country, providing support to a range of government agencies. We have generated a wide range of reliable data on a number of related issues and trained over 1,100 law enforcement officers from a range of agencies in investigation and enforcement techniques, and distributed a number of technical handbooks and guides. We have assisted central agencies to review and propose criminal intelligence analysis systems, inter-agency agreements and cooperation, national legislation, and have supported bi-lateral dialogues to suppress the wildlife trade and strengthen Viet Nam’s enforcement response.

II. SCOPE OF WORK

The Combating Wildlife Trafficking (CWT) Technical Manager is responsible for the overall development support, and implementation of program activities, projects and strategies in line with the Vietnam and Asia strategy on combating wildlife trafficking. The CWT Technical Manager is required to manage and work closely with the Program Coordinators to develop effective relationships with relevant government enforcement agencies; effectively execute activities and assuring technical quality of all products.

III. AUTHORITY

  • Be a member of WCS Viet Nam’s Senior Management Team
  • Has full authority within approved projects and budgets
  • Has right to assign tasks to staff of the team to ensure WCS’s program and financial management and integrity.

IV. MAIN RESPONSIBILITIES

A. Leading supporting activities to strengthen law enforcement capacities toward combating wildlife trafficking

  • Institutionalizes counter wildlife trafficking into relevant capacity building strategy with training institution and Government partners;
  • Designs and oversees the implementation of on the job support activities to law enforcement agencies at national and local level;
  • Oversees the development of a wildlife crime and enforcement monitoring system and coordinate a monitoring framework for measuring wildlife crime and enforcement effectiveness at multiple scales and across agencies;
  • Supervises and works closely with the Program Coordinators to ensure enforcement implications into trainings and other supporting activities for law enforcement agencies;
  • Supervises management of enforcement tools, and promote existing tools, e.g. species identification at www.giamdinhloai.vn;

B. Managing and coordinating investigations and promoting intelligence-led enforcement activities

  • Provides backstopping, coordination, and risk management for law enforcement support activities such as investigation, operation or so;
  • Leads the design, implementation, and verification of wildlife trafficking investigation, operation and informant network;
  • Coordinates joint-investigations and provide supports between WCS field countries along trafficking networks;
  • Oversees WCS’s intelligence database and promotion of intelligence tools to government partners;
  • Supervises the production of intelligence products to enable effective law enforcement activities;
  • Supervises the wildlife crime case development and management system.

C. Providing technical inputs and overseeing legal reforms and policy related activities

  • Provides inputs to policy, institutional and legal analyses to improve enforcement effectiveness;
  • Works closely with Policy Advocacy Coordinator to design and execute policy and legal reform activities that support law enforcement agencies;

D. Networking and Partnership

  • Establishes and maintains partnership with Viet Nam’s enforcement community to allow effective law enforcement activities;
  • Oversees the identification of champion officers and agencies and engage Policy Advocacy Coordinator in promoting their influencing roles for enforcement activities;
  • Develops and coordinates enforcement cooperation of transnational wildlife trafficking among multiple partners;
  • Provides supports and technical inputs to facilitate inter-agency and inter-governmental enforcement cooperation.

E. Fundraising and Grant Management

  • Works closely with Program Coordinator for WCS’s Viet Nam’s Monitoring, Evaluation and Learning system and reporting.
  • Provide enforcement lesson analysis and insights to the development of fund-raising activities and proposals;

F. Management and Supervision

  • Contributes to the development of WCS Viet Nam policies and strategies;
  • Supervises (coach, support, facilitate) coordinators, program officers;
  • Inducts properly and timely to new staff on WCS’s program and standards.

G. Others

  • Acts as WCS’s representative at level/meetings/workshops as required;
  • Involves in the organization’s process of recruitment as requested;
  • Performs other tasks as assigned by the direct supervisor.

V. REQUIREMENTS

  • Minimum bachelor/college degree in a relevant field of environment management, biology; law enforcement or criminology;
  • Minimum five years relevant work experience at senior level;
  • Fluency in Microsoft Office (Word, Excel, PowerPoint);
  • Knowledge on illegal trafficking of wildlife or other black market commodities (e.g. humans, narcotics, weapons);
  • Proven ability to prepare and manage projects, organise events and conduct effective teamwork;
  • Language: English language is essential to effective performance in this position; and Vietnamese is an asset.

In addition, the following qualification are assets:

  • Postgraduate degree in criminology, law enforcement, law or a related field;
  • Working experience in an organisation providing support to law enforcement agencies or within a law enforcement agency;
  • Knowledge of intelligence analysis and application;
  • Experience in organization and management of events and survey/research at both local, national levels.
