WORK CONTEXT / BACKGROUND:

WVV’s Area Development Programs (ADP) focuses within one administrative district of a province which usually populated by ethnic minority people with very high rates of poverty. ADPs are mainly funded by sponsorship funds, and are a phased approach to development, involving clear and consistent assessment, design, implementation, reporting, monitoring and evaluation and reflection phases. Each ADP is tailored to the needs of a specific community in alignment with WVV’s strategic priorities. WVV works closely with district and commune local authorities and local partners to implement program activities. A uniqueness of WVV’s ADP approach and structure is that team members are based at district level where the ADP is located, which enables them to work closely with government partners and communities on a daily basis.

By the end of FY13, WVV rolls out new ADP structure to support partnership DPA application, in 21 ADPs. Under each ADP, there are 6-8 staff, including 1 ADP manager, 1 Sponsorship Facilitator, 1 Finance Officer/Bookkeeper, 1 ADP Coordinator and 2-4 Development Facilitators (DFs) who are in charge of all projects and programme activities for around 2 assigned communes/wards in their ADP (from assessment to planning, implementation, monitoring, evaluation and transition). For each cluster (3-5 ADPs), there are 4 technical cluster staff: Health/WASH/HIV/AIDS; Education; Agriculture/Economic Development; DME/Capacity Building. Child participation is a cross cutting theme which should be taken care of by every ADP staff role. DFs will be coached by the ADP Manager programmatically and the technical cluster staff technically. One of the strengths of this structure is to allow better integration of the program toward holistic Child Well being Outcomes.

PURPOSE OF POSITION:

  • To provide technical support, advice and influence on the development and implementation of capacity building need assessment, then activities, structures, initiatives and materials which aim to build the capacity of the human resources directly involved in delivering WVV programs, including ADP staff, district and commune program management boards, community volunteers, HF networks and members of CBOs and VDBs.
  • To assists ADPs and projects in the assigned cluster in particular and all other ADPs whenever requested to meet minimum standards of DME for community development, and to promote higher quality sustainable programming.
  • To assist the National Coordinator DME and the Capacity Building Senior Officer in building up the capacity of relevant staff in effective DME skills; Community Development, Development Project Management.

KEY RESPONSIBILITIES

Technical Support and Capacity Building in DME

  • Lead baseline and evaluation events in assigned ADPs as active team member with assistance provided in formulating methodology, collecting and analysing data; recommendations given to the final evaluation and assessment reports;
  • TD and integration principles are introduced progressively into WVV assessment, design, monitoring and evaluation;
  • National indicators are consolidated through MIS and update in database.
  • WVV DME best practices are included by providing technical support and training workshop to ADP Managers, ADP Coordinators, Development Facilitators and local partners.
  • Coaching on program design, log-frame is provided to new and ongoing programs and projects in the designated cluster;
  • Coaching is provided to ADPs to review M&E plans to ensure that plans have appropriate indicators to measure both outputs and outcomes;
  • Periodic reflection meetings are facilitated for the assigned ADPs;
  • Existing indicators are reviewed for each of assigned ADPs context;
  • On-going support are provided to implement baselines in assigned ADPs to improve the quality of program DME
  • Assistance is given to NC DME to organize training workshops to introduce DME, iCWBOs, Management Information System (MIS);
  • Assistance is given to NC DME in collecting and developing simple materials to support the effective implementation of the ICWBOs and MIS;

Capacity Building

  • Technical assistance or involvement is given to the assessment and designing of the Leadership Development/ Capacity Building project of assigned ADPs;
  • Assistance is provided to assigned ADPs in identifying the capacity building needs of the local program management systems including district, commune PMBs, HFs and members of CBOs;
  • To support the assigned ADPs to implement Capacity building to Improve capacity of local program management system of assigned ADPs;
  • Technical advice is provided to develop suitable training curriculum/methodology and suitable approaches to capacity building;
  • Technical assistance is provided to deliver capacity building activities and collect information for the quality improvement of capacity building activities for local management system;
  • TOT trainings are organized for ADP staff on Community Development and Project Management;
  • Capacity Building Orientation/training is provided to new staff and technical coaching is provided to existing staff;
  • Technical Training needs of relevant staff is identified and workshops and learning network are organized to ensure that ADP staff got adequate technical trainings as per their training needs, in cooperation with other technical cluster officers;
  • Key capacity building documents/Best practices, such as training documents, curriculum, are translated and stored in SKM.
  • Monitor and evaluate quality of CB activities – Collect CB data and information of assigned ADPs.
  • At least three visits for each ADP per year is made to study and review the effectiveness of local program management system, especially VDBs/ CBOs;

JOB REQUIREMENT:

  • Bachelor degree in relevant disciplines like Community Development, Statistical Related Fields.
  • Conceptual understanding of and commitment to development work, especially Christian, child-focused, community-based development concepts, approaches and processes.
  • Ability to communicate and relate effectively with a diverse range of people (i.e. project beneficiaries, Government officials, project partners, WVV staff).
  • Demonstrated ability to coach, mentor and motivate staff and partners.
  • Good reading and report writing skills in English.
  • Good computer skills (word processing, excel, power point & email).
  • Ability to work with a minimum of supervision, exercise judgment, meet deadlines and work under pressure.
  • Willing to learn to advance career in DME and Capacity Building fields;
  • Have Research ability and interest;
  • Be willing to travel to the ADPs in the cluster.
  • Experience in working in the area of community development and/or with non-governmental organization.
  • Experience of and demonstrated ability to effectively network with a diverse range of multi-lateral, and government bodies;
  • Experience in monitoring and evaluating projects and ensuring that recommendations are implemented.
