Calls for development and support of software to manage and monitor the promulgation of legal normative documents

The National Legislative Development Project (NLD Project) is supporting the Ministry of Justice to develop software to manage and monitor the promulgation of legal normative documents as assigned by Decision 921/QD-TTg dated 12 June 2013 of the Prime Minister. The main content is a tracking tool for the process of drafting of legal normative document (LNDs). The software is a web application system to enable legal drafters, planners and managers to write legal documents, to consult and reference other legal documents, to observe legal obligations and to report their activity in a timely manner. In phase one, the software will track legal normative documents for implementation of laws and ordinances at the central level.  In the future (phase 2), the application will be extended to monitoring legal normative documents at local level.

In phase 1 of the project the tool must track each type of legal normative document, which agency it belongs to, who is assigned to work on it and at what stage any given document is in the legislative drafting process. The tool should enable drafting agencies to develop detailed plans and monitor the development of legal normative documents against plans to ensure timely implementation of laws and ordinances.

The NLD Project invites interested companies to submit proposals to develop and support a web application system to manage and monitor the promulgation of legal normative documents as described above.
