Business and household finance economics advisor (National position, based in Ha Noi with frequent travelling) - (Employment contract)

SNV Netherlands Development Organization has been working in Vietnam since 1995. Using market based approaches, SNV is committed to reducing poverty by catalyzing inclusive/gender sensitive and environmentally sustainable solutions for the poor in agriculture, energy, water, sanitation and hygiene, and REDD+.

Currently, SNV is implementing a sizable programme on Women Economic Empowerment/Climate Smart Agriculture which includes the Enhancing Opportunities for Women’s Enterprises (FLOW/EOWE) funded by the Dutch Government, the Women Economic Empowerment through Agriculture Value Chain Enhancement (WEAVE – consortium SNV, Oxfam and CARE) funded by the Australian Government, and additional gender-related initiatives/consultancy services. The programmes aim to advance women’s economic participation and self-reliance by creating a conducive environment for female entrepreneurship and leveraging climate smart agriculture as vehicles for change.

The projects address issues related limited financial literacy, access to credit and business assets, management and control over inputs, income.

We are recruiting a committed national professional with an affinity for gender and women economic empowerment through basic financial economic advisory services to Vietnam FLOW/EOWE programme as Business/Household Financial economic advisor.

Key Responsibilities:

  • Financial inclusion analysis and capacity building
    • Support the project manager and business/Value chain advisor(s) in assessing the financial literacy of target business groups, including cinnamon farmer households (WEAVE), primary producers, cooperatives and SMEs (FLOW/EOWE), and to recommend appropriate interventions.
    • Support the development and implementation of capacity building initiatives to improve the financial inclusion of these target groups.
    • Be responsible for provision of financial/economic capacity support to micro, small and medium agriculture businesses, households, community women’s economic empowerment initiatives etc. This includes guidance and coaching of households/businesses/cooperatives in bookkeeping and controlling their inputs/income and  inputs/price calculation, and negotiating.
    • Provide capacity building services to local development partners (e.g. Women Union, AEC, DARD) to enhance the sustainability of their businesses, and improve the qualities of their services to beneficiaries in the agriculture sector.
  • SME and Cooperatives, FLOW/EOWE in 4 provinces Quang Binh, Binh Dinh, Ninh Thuan and Binh Thuan
    • Cooperate with business/value chain advisors in  conducting field visits to assess/select business cases and  analyse their financial and management systems.
    • Support the Business advisor to develop with selected business financial projections that lead to relevant and feasible business plans.
    • Provide tailor-made coaching and editing support to selected businesses to develop quality business plans for consideration.
    • Support follow up of business development plans of cooperatives and SME in particular with respect to financial and economic aspects.
    • Be Responsible for development, implementation and monitoring of mainstreaming of effective and efficient microfinance and business development to partners.
    • Conduct appropriate statistical analysis of developments in selected value chains (rice, horticulture) at client level. 
  • Household economics, WEAVE
    • Coordinate with WAEVE consortium partners (CARE, Oxfam), facilitate the financial literacy and household economic training for cinnamon farmers women and men of Nam Det commune, Lao Cai.
    • Support the coordination with private sector partners in join investment for production development.
    • Back up WEAVE project officer and M&E advisor for any related missions/assignment.
  • Other tasks
    • In coordination with M&E advisor, Responsible for field data collection and systemizing for M&E and project management purposes.
    • Responsible for overall data archiving and uploading.
    • Support any other tasks as requested by the project manager.

Contract duration: 

Full time national staff contract. The contract is for 12-month with a possibility for extension, subject to performance and results.  2 month probation is required.

Report to Programme manager Climate smart agriculture/Gender programme

Desired start date: ASAP, preferably April 2017

Candidate Profile

  • Bachelor degree in Economics, Finance, Development or related field
  • Fluent both in English and Vietnamese
  • At least 5 years’ experience in business sector and/or NGO
  • Strong experience working with internationally-funded programmes
  • High commitment and clear vision for developing a career path in the NGO sector, and specifically in  women’s economic empowerment, as well as working with community and vulnerable groups
  • Computer literacy, including MS Access database, MS Excel, MS Project 2010, MS Outlook, MS Word and other Microsoft Office programs
  • Results oriented, team player
  • Analytical skills
