Bio-slurry Waste Effective Management Training Consultant

1.    Background

The USAID-funded Vietnam Forests and Deltas Program (VFD) is enhancing climate change resilience planning and action from community to national level. The program will put into practice the national policies and strategies on response to climate change and low emissions development with a focus on reducing emissions from forestry and agriculture sectors and strengthening climate-smart livelihoods and settlements, particularly in rural areas. Addressing long-term climate change risks and gender vulnerabilities in both forest and delta landscapes are key program objectives.

The five-year program, began in late 2012, is being implemented by Winrock International in partnership with SNV-the Netherlands Development Organization, and other partners including American Red Cross, Vietnam Red Cross, and Center for Sustainable Rural Development. This project was managed by the Government of Vietnam’s Ministry of Agriculture and Rural Development and provincial governments.

VFD is supporting Thanh Hoa province to develop a Green Growth Action Plan with a focus on energy & agriculture sectors. Bio-slurry & animal wastes management is identified as a cost-effective option to reduce GHGs emissions and thus VFD is partnering with Research Center for applied Technology & Science in Livestock Sector (Thanh Hoa livestock Center), an agency under Thanh Hoa Department of Agriculture and Rural Development (DARD) to up-scaling bio-slurry effective management model implemented under a Climate and Clean Air Coalition (CCAC) project managed and implemented by SNV in Thanh Hoa province. Bio-slurry is referred as sludge & liquid wastes eliminated from bio-digester after treatment and can be utilized as a bio-fertilizer.

2.    Objectives of the consultant’s work

The Consultant(s) is to conduct a full two day Training for Trainer (TOT) on bio-slurry waste effective management generated by bio-digesters for district technicians in Thanh Hoa province. The training main content will be inclusive of utilizing bio-slurry waste and agricultural residues and making bio-compost; with a focus on hands-on and practical activities.

Detailed description of work:

The Consultant will work closely with VFD and Thanh Hoa Livestock center members to design training program and content of training course and executing the training.

The Consultants’ work includes the following:

a. Designing the training:

  • The selected candidate will closely cooperate with the consultant who has performed the training needs assessment with regard to the content of the training.
  • The objective is to develop a full two day training which includes at least the following topics:
    • Creating awareness on the importance of manure management and the effects untreated manure and bio-slurry has on the environment.
    • Increasing awareness and knowledge on the use of manure and its income-generating benefits, for instance, on how to apply manure or bio-slurry in different crops. It will be as concrete as possible, directly instructing what mixture ratios are necessary, and how to collect and apply it.
    • Providing technicians basic skills to make bio-compost from utilizing bio-slurry & agricultural residues like rice straw for soil & cultivation application
    • Developing clear business models and providing micro entrepreneurship skills for farmers to translate the knowledge into additional income for the farmers.
    • Improving their communication skills for transferring knowledge to farmers.

b. Executing the training:

  • A Training session will be given to 25 government technicians from different districts in Thanh Hoa province.
  • A training report with an evaluation will be written

3.    Outputs and deliverables:

The consultant(s) needs to deliver the following outputs:

  • Training agenda must be submitted before executing
  • All training materials must be developed in both English and Vietnamese.
  • A training evaluation report including photos of class and hands-on activities be a must

4.    Qualifications of Consultant(s)

Essential Qualification:

  • Experience in developing training programs
  • Experience in executing training programs
  • Experience in participatory agricultural extension methodology is an advantage
  • Master degree with agricultural or environmental background
  • Extensive knowledge about soil properties and impact of applying organic fertilizer
  • Extensive knowledge about agriculture
  • Experience in monitoring and reporting
  • Native Vietnamese language skills combined with excellent command of the English language.

Desirable Experience:

  • Extensive knowledge about bio-slurry/manure management and application
