Associate Financial Management Officer

The ADB-Viet Nam Resident Mission (VRM) was established to assist its Headquarters in the implementation of projects and programs, in project processing, country programming, and economic and sector work. It also coordinates ADB’s activities with other resident diplomatic and donor missions, NGOs, academic institutions, local think tanks, private sector and other members of the civil society.

Description of Responsibilities

The Associate Financial Management officer will provide advice and support to the financial management (FM) function for Viet Nam’s project portfolio by working closely with other SERD FM focal points based in ADB Headquarters, project officers and analysts for ADB-funded projects in Viet Nam; and guide project teams working on ADB’s project portfolio in Viet Nam to (i) ensure compliance with ADB’s guidelines on FM and analysis, both during project processing and implementation; (ii) support and advise staff on assessment of country FM systems, and make recommendations for use in ADB operations; and (iii) consolidate FM progress and compliance for Viet Nam’s portfolio.

Reporting Arrangement

  • Supervisor: Designated International Staff and senior National Staff

Selection Criteria

Specific criteria include

  • Suitability to undertake the responsibilities mentioned above at the required level
  • Bachelor’s degree in Accounting, Finance, or Business Administration; preferably with Master’s degree and advanced training or equivalent
  • Professional accountancy designation (ACA, ACMA or CPA) would be preferred
  • At least 6 years relevant experience in private sector or public sector financial management (i.e., accountancy, auditing, banking, credit assessment) or related area
  • Sound knowledge and understanding of operational processes and procedures of ADB or similar multilateral development organizations
  • Effective report-writing and strong oral and written communication skills in English
  • Good analytical and conceptual skills
  • Able to liaise and work effectively with government officials
  • Able to guide administrative staff to facilitate work planning, delivery and quality review
  • Able to work collaboratively with teams as a constructive team member
  • Strong planning, organizational and administrative skills
