Accountability, Policy and Campaign Advisor in Vietnam

ActionAid Vietnam (AAV) seeks an experienced Accountability, policy and campaign Advisor, who is able to provide efficient capacity development to both national staff at the ActionAid office and its partner organisations. Please note that this position is only available for people who are not residing in Vietnam – see more information below for further details.

The focus will be on strengthening the ability of AAV and selected partners to carry out advocacy activities based on policy research and learning within the areas of women’s rights and accountability on local, national and regional levels. A significant focus is to train and build capacity of AAV and partners as well as support on research activities.

Specific objectives:

  • Build skills of selected staff of AAV and partners in advocacy, research and reforms.
  • Enhancing skills and knowledge on accountability tools and governance, women’s right and practices for staff and partners.
  • Developing research plans, strategies and tactics with partners and coalitions.
  • Providing technical support on governance and accountability for member organisations to develop, implement, monitor and evaluate the advocacy agenda at national and regional levels.
  • Providing technical support on policy research to AAV to enhance policy change.

Key result areas

The Advisor’s support will help to ensure:

  • Members of accountability and governance network feel confident and are independently engaging effectively in advocacy activities.
  • AAV and partner staff have skills and confidence in mobilisation to independently undertake Research, Analysis and Learning on accountability and women’s right policy and are taking action at all levels from local, national and regional.
  • A cross-section of partners & local staff in the Asian region is able to communicate on areas of common interest (ex. learnings around application of accountability tools).

Required qualifications

  • A post-graduate degree in any of the Humanities, Economics, Law, Social Sciences, Development or other relevant fields.
  • At least 5 years of working experience in relevant fields.
  • At least 5 years of engagement in policy, campaign, youth or communication sectors.
  • Solid experience in research and policy analysis.
  • Experience working with and building on networks and alliances.
  • Knowledge of policy research, accountability, governance and Women’s rights, as well as ability to document and share knowledge within these areas.
  • Sound knowledge and experience on poverty reduction strategies/plans and development issues.
  • Expertise on participatory methodologies, policy research, advocacy and mobilisation.
  • Networking and partnership building techniques.
  • Excellent written and oral communication skills in English.
  • Experience as a trainer and with facilitation of trainings and working groups.
  • Related experience in East and Southern Asia is desirable. (Working experience in an international development organization will be a distinct advantage).
  • Demonstrated Ability to work well as part of a cross-cultural team is essential.
  • Ability to develop and maintain a range of mid to high-level working relationships within ActionAid and; among international partners, and with civil society is desirable.
  • Prior experience working collaboratively with civil society, government and or with private sector preferred.

  • High degree of flexibility, dynamism and easy fit in.
  • Willingness to stay away from family for 2 years or relocate with them for the same period.
  • Self-driven and passionate about policy research, accountability and governance work and women’s right.
  • Ability to adjust to new environment.
  • Good communication and networking skills.
  • Innovative and maturity.
  • Ability to work under own initiative, with minimum supervision.
  • Ability to work as part of a team.

Contract start is subject to approval of work and residence permit, which can be a lengthy process.

Therefore, the expected start date is 1st March or April 2017. The assignment is for 24 months, with the possibility for renewal.

Estimated recruitment process

  • 5th January: Shortlisted candidates are contacted
  • 11th to 13th January: Skype interviews with shortlisted candidates
  • 17th to 20th January: Personality test of two final candidates
  • 25th to 27th January: Second round Skype interviews with two final candidates
