03 National Consultants to Support the Department of Public Administration Reform (the Ministry of Home Affairs)

Request for CV submissions from National Individual Experts/Specialists for the positions of 03 National Consultants to support the Department of Public Administration Reform (the Ministry of Home Affairs) to develop the Proposal "Expanding the deployment of OSS , inter-agency OSS towards modernization at district people committee level for 2010-2015 period"

The Ministry of Home Affairs (MoHA) is assigned by the Government of Vietnam to implement a project for “Strengthening the capacity of Vietnamese Government’s agencies in accelerating and improving Public Administration Reform efficiency and effectiveness”. The project is funded by UNDP and other donors through One UN Fund. The main objective of the project is to support the implementation of the Public Administration Reform (PAR) Master Program and the Action Plan of the Government to carry out the 5th Resolution of the Party Central Committee (the Xth term) on “Accelerating PAR, improving public effectiveness and efficiency”. The project consists of 4 main components as follows: 1) PAR process management and policy development strengthened; 2) Alternatives public service delivery reforms assessed and piloted; 3) Local government reform; 4) PAR communication/information improved and PAR partnership strengthened.
According to 2012 Annual work plan approved by UNDP and MoHA; the project will support PAR Department (MoHA) to develop the Proposal "Expanding the deployment of OSS, inter-agency OSS towards modernization at district people committee level for 2010-2015 period". A group of national consultants including one Team Leader and 02 Experts will be mobilized to work closely with and support PAR Department to implement tasks to meet the objectives mentioned above.
Work duration: 60 working days for the Team Leader and 50 working days/ supportive expert, starting from May 2012.
Work locations: working at PAR Department (MoHA) and other locations, as required by project.
