Contemporary development assistance places much greater emphasis on impact accountability. This is tough as often the impact is only realised some time after the project has been completed. Having a logical framework and impact indicators in place is not enough, projects and programmes need to be designed with impact in mind. Project Officers need to know what impact measurement methods are available, how to plan and budget for impact assessment, and how to manage external consultants.
