World Bank Vietnam Climate Change Matrix 2009

 

Introduction

This matrix of climate change studies and activities in Vietnam has been produced by the World Bank, in collaboration with the Government of Vietnam, donors and NGOs. The initial draft was prepared by a World Bank consultant, Ms. Thuy Huynh. It is intended as a tool to facilitate collaboration and cooperation. Content

The matrix include CC analytical studies and investment programmes that are completed, on-going, or planned in Vietnam. Some programs of the GoV are included but the emphasis is on externally-financed ODA of donors and NGOs. Criteria for inclusion are not rigidly defined but include:

  • Project size: very small investments are not included
  • Focus on CC: many activities are related to climate change (e.g., energy efficiency projects, hydropower, general capacity strengthening) but are not conceived and implemented as specifically climate change investments. These are not included.
  • CDM projects: Not included in main matrix but see worksheets annexed to main worksheet.

Matrix structure

Note that all institutions are described with standard abbreviation to facilitate sorting and data retrieval (see list of abbreviations below). Codes are used for themes, sub-theme and sub-sub-theme (see table of contents on separate worksheet). Each project usually appears only once, in sub-theme judged most pertinent).

Location

Location is defined as the province. In case of wider geographic focus, common climate areas are used such as: North Western, North Eastern, Central Northern, Central Southern, Central Highlands and Southern of which the provinces belong to. Other classifications include the following.

Coastal:
Quang Ninh, Hai Phong, Hai Duong, Nam Dinh, Thai Binh, Ninh Binh, Thanh Hoa, Ha Tinh, Nghe An, Quang Binh, Quang Tri, Thua Thien Hue, Da Nang, Quang Nam, Binh Dinh, Quang Ngai, Phu Yen, Khanh Hoa, Ninh Thuan, Binh Thuan, Ba Ria Vung Tau, HCMC, Tien Giang, Ben Tre, Bac Lieu, Soc Trang, Ca Mau, Kien Giang, Tra Vinh.

Mekong Delta:
Tien Giang, Ben Tre, Tra Vinh, Soc Trang, Can Tho, Hau Giang, Kien Giang, Ca Mau, Bac Lieu, An Giang, Dong Thap, Vinh Long

Or else:
Nationwide or Regional (if covering more than Vietnam)

Instructions for using matrix

Viewing
To display the list and sort data correctly, use MS Excel 2003 or higher that has the List command in Data tab.

Sorting and printing

  1. It depends on excel version, if filter icon does not appear in the column header, please click on the top bar: data/filter/auto filter.
  2. Do not filter column “theme and sub-theme”, it will send back empty row(s) (this column is only to explain what “code” meant, in fact you can also see the same explanation in worksheet: matrix structure).
  3. Never sort ascending nor descending.
  4. To restore after sorting, select All in the column header that have just been filtered.
  5. To print the matrix with its full information: choose a cell within the matrix, Select All (Ctrl A), Format/Cells/Alignment then tick the box Wrap Text.
  6. To keep header row repeated on each page when printing: File/Page Setup/Sheet choose the row and tick the box Row and column headings.

Updating and correcting

  1. You first filter to reach your own organization
  2. Check your project status
  3. Please mark in RED, add (or update) information, and return the matrix to its origin by selecting 'All' in the column header that has just been filtered.
