Vacancies Working with Winrock International

Effective with the release of this announcement, Winrock International will be recruiting applicants for several positions for an anticipated regional program to achieve meaningful and sustained reductions in greenhouse gas emissions from forestry-land use section in Asia. The program will be based in Bangkok, Thailand. Positions are contingent upon receipt of donor funding and may include more than one vacancy.

The positions will be assessed on the appropriateness of their academic background, expertise and years of experience working on project activities similar to their designated duties and responsibilities for this program. Technical experience working in Asia is a desirable. Written and spoken fluency in English is required for all positions.

1. Deputy Chief of Party
EDUCATION: Master’s degree required in a related field (forestry, natural resource management, program management, international development, business administration, etc).
EXPERIENCE: significant experience (10+ years) in technical, managerial, and/or operational issues in programs related to forestry and natural resources in Asia (preferably the lower Mekong countries). Substantial experience in program management and financial oversight. Demonstrated success in managing sub-contracts with local organizations, managing results-oriented programs, and establishing productive and positive relationships with donors, government officials, and regional/local organizations. USAID experience highly desirable.
RESPONSIBILITIES: Make daily operational decisions and manage technical components of the projects (such as communications, subcontracts, consultants, etc.).

2. Forest Management and Climate Change Advisor
EDUCATION: Master’s degree in related field (forestry, natural resource management, and/or climate change).
EXPERIENCE: Specific technical expertise in forest cover monitoring, forest carbon accounting, and Measuring, Reporting, and Verification (MRV). Experience (8+ years) in planning, implementing, managing, or monitoring forestry or climate change programs, including REDD. Technical capacity developing MRV systems and forest carbon accounting methodologies. Experience in training local communities and trainer-of-trainers is desirable.
RESPONSIBILITIES: Provide expertise and training in forestry and climate change, including forest carbon accounting, MRV, and REDD. Lead innovative demonstrations/pilot projects.

3. Governance and Institutional Development Advisor
EDUCATION: Master’s degree in related field (forestry, natural resource management, international development, political science, other social science, etc.).
EXPERIENCE: Specific expertise in institutional strengthening, policy development, public participation, and partnership building. Experience (8+ years) in planning, implementing, and working with various stakeholders on governance issues and implementing institutional needs assessments. Demonstrated experience working with government at various levels (national, regional, local) to develop policy and regulations. Understanding of forest governance issues in Southeast Asia, especially REDD and including land tenure, carbon rights, forest law enforcement, and social and environmental safeguards.
RESPONSIBILITIES: Identify governance and institutional needs and issues. Advice regional and local officials, private sector, civil society, and local communities on issues related to improved forest governance in relation to REDD.

4. M&E Specialist
EDUCATION: Master’s degree in social sciences or specialized training/certification in monitoring & evaluation.
EXPERIENCE: At least five years of progressively responsible experience in the monitoring & evaluation of international development projects, preferably in forestry, carbon, or natural resource management. Demonstrated ability to analyze complex data and translate findings into clear language that informs program management decisions. USAID M&E experience is required.
RESPONSBILITIES: Design and implement a comprehensive monitoring and evaluation system that established baseline data; lead collation of data that measure progress, track effectiveness, and provide continuous assessment of progress toward program targets and benchmarks; ensure quality control and rigorous monitoring and evaluation.

5. Finance Manager
EDUCATION: B.Sc. or equivalent university degree in Accounting, Finance or Business Administration
EXPERIENCE: At least 5 years of experience leading financial and grants management of donor-funded programs (USAID experience strongly preferred); experience managing small grants to local organizations and managing office staff; strong accounting software skills (such as QuickBooks) preferred.
RESPONSIBILITIES: Maintain project accounts and implement sound internal control practices in accordance with Winrock and USAID policy and procedures; prepare monthly reports, payroll and related taxes; manage the contractual aspects of sub-grants, review grantees’ financial reports, and regularly evaluate each sub-grant; oversee the general administration of Winrock project office(s).

6. GIS Specialist
EDUCATION: Master’s degree in GIS, forestry, or related field
EXPERIENCE: At least 5 years of experience using GIS applications for mapping in relations to forest cover, forest carbon, and REDD. Expert using ArcGIS, MapInfo, Google Earth, and other pertinent GIS software.
RESPONSIBILITIES: Using GIS tools, design land-use maps and other maps to demonstrate forest resources, carbon emissions, etc. Ability to train counterparts on GIS technical skills and applications of GIS products to inform programmatic and policy decision making.  Work closely with the entire team.

7. Natural Resource Economist
EDUCATION: Master’s degree in Economics or Natural Resources
EXPERIENCE: At least 5 years of experience using conducting economic valuation analysis of natural resources. Experience in economic analysis, statistics, cost-benefit analysis, valuation of natural resources, and other tools.
RESPONSIBILITIES: Conduct economic valuation studies of forest resources and cost-benefit analyses of different types of forest management approaches, and valuation of co-benefits (livelihoods, biodiversity conservation, climate change adaptation, food security, etc.)
