Nordic Assistance to Vietnam (NAV) was established in 1994 as a consortium of three Nordic Non-Governmental Organizations. NAV’s three main program areas are community development, gender issues and HIV and AIDS. For the latter program area NAV has implemented programs since 1996 among others through working with Self-Help Groups for People Living with HIV and AIDS (PLHIV) and Faith-Based Organizations (FBOs) in Thua Thien Hue and Haiphong.
“Football for All in Vietnam” is a joint project between the Football Association of Norway (NFF) and Nordic Assistance to Vietnam (NAV). The project was established in Thua Thien Hue in 2003, and has since expanded to several provinces in Vietnam with the main office in Hue. FFAV focuses on developing grassroots football with an integrated life skills component.
Both NAV and Football For All (FFA) are seeking 6 staff for their projects. -

1. 01 Full-time Project officer for HIV and AIDS program
Location:  Da Nang City (based in Da Nang or Hue)

Responsibilities:
- Work with the partners to plan, develop, implement and monitor activities.
- Ensure the relevance of activities by encouraging the active participation of PLHIV in all project phases.
- Assist with providing training for partners in project management, home- and community based care, prevention, and reduction of stigma and discrimination.
- Report on project activities and indicators in accordance with donor’s guidelines.
- Support with knowledge and experience, efforts to develop programs and services that respond to deficits in current HIV and AIDS programming.
- Coordinate activities and work in a cooperative manner with field staff, partners, related agencies, consultants on specific issues, and other NAV’s HIV and AIDS staff.
- The project officer will report to the FBO Program Coordinator located in Hue.

Qualifications:
- Education: A university degree in medicine, public health, social science, development or related disciplines.
- More than 2 years experience with project management and NGO programs.
- Experience with developing capacity building programs and conducting training as well as facilitating meetings and negotiations.
- Interest in and preferably experience with working with FBOs and PLHIV.
- Excellent written and oral communication skills in Vietnamese.
- Able to speak, read, write and understand written and spoken English.
- A solid understanding of the HIV and AIDS epidemic and related issues.
- Knowledge of PEPFAR, USAID or UN policies and requirements to HIV and AIDS programming and reporting is an advantage.
- Computer skills: Word, Excel, PowerPoint and the Internet

2. 01 Full- time Office assistant for Hai Phong office
Location:  Hai Phong City

Responsibilities:
- Handle all the cash payments for the Haiphong office
- Check invoices and process payment orders
- Check vouchers from difference projects and give feedback on findings to the project officers and the chief accountant
- Ensure proper documentation and filling of vouchers with all necessary supporting documents
- Assist with correspondence personnel and procurement related issues

Qualifications:
- University degree or intermediate college with experience in accounting
- Understand written and oral English
- Good computer skills including WinWord, Excel, PowerPoint and Outlook
- Good interpersonal and communication skills
- Experience from an international environment is an advantage
- Highly ethical, responsible and professional approach

3. 01 Part-time Office assistant for HIV/AIDS program
Location:  Hue City

Responsibilities:
- Support Capacity Building Officer in providing information/ report in accordance with guidelines from Train NET of PEPFAR .
- Collect and edit news and stories that can be used for public relations activities both in Vietnam and abroad.
- Assist the National Coordinator for HIV and AIDS program with documentation:
- Maintain the overall electronic and paper-based filing system in Hue for the HIV program.
- Follow-up the submission of progress reports from project officers according to regulations
- Translate documents from English to Vietnamese and vice-versa.
- Prepare programs and logistics in connection with external visitors to the project sites.
- Support with the coordination, organization and documentation of workshops and trainings involving more than one province, or other provinces than Thua Thien Hue.
- Assist with review of vouchers and preparation of partnership agreements and budgets

Qualifications:
- University degree or intermediate college with experience in English
- Good computer skills including WinWord, Excel, PowerPoint and Outlook
- Good interpersonal and communication skills
- Experience from administration and office work as well as international environment are advantages
- Highly ethical, responsible and professional approach

4. 02 Full time project officers/managers for the project on Promote Gender Equality - Reduce Domestic Violence
Location: Hue and Hai Phong

Responsibilities:
- Work with the partners to survey, plan, develop, implement, monitor and evaluate activities, and as a part of this, contribute to the strengthening of partners’ project management, financial and administrative skills.
- Keep up-to-date on gender and domestic violence in term of legal and policy frame works as well as working methods.
- Coordinate and support local capacity building activities.
- Ensure effective networking and communication between NAV, partners and related organizations and institutions.
- Assist with developing plans, budgets and reports.
- Maintain overview and follow-up partners’ expenditures and plans.

Qualifications:
- University degree preferably in social sciences
- Experience in project management
- Exposure to social work and gender issues and experience from an NGO are advantages
- Good interpersonal and communication skills
- Mature, highly ethical, responsible and professional approach in all dealings are required
- Good understanding of English.
- Good computer skills including Word, Excel, and PowerPoint
- Willing to travel.

5. 01 General Accountant for Football For All project
Location: Hue City

Responsibilities:
- Support to finalize the set up of accounting system according to the requirements
- Check vouchers and process with all payment on daily basis
- Check project activities’ vouchers and financial reports
- Record and process all voucher into the accounting system
- Generate the financial reports according to the requirements
- Carry out necessary procedures for internal and external audits
- Advice on financial/accounting issues for FFAV staff and its partners
- Check bank account and cash
- Filing of all related documents and vouchers
- Prepare and submit to tax and other authorities all relevant documents-
- Prepare and process payments
- Coordinate with the Football Association of Norway on all issues regarding financial reports, audits and transfer requests
- Salary for FFAV staff
- Back up all related data

Qualifications:
- Having at least BA degree on accounting or economy
- Experience in general accounting for at least 3 years
- Experience in working with accounting software
- Good understanding and knowledge regarding the accounting regulation as well as other Vietnamese related laws
- Good competence in English includes speaking, reading and writing
- Skill in working with Word, Excel and Outlook
- Experiences in working in International environment
- Communication skill
- Team work skill
- Good ethical and responsibility
- Ability to work under high pressure
- Willing to travel
