PPP Specialist in Trade and Investment; Business Process Re-engineering Specialist; Senior Communications Specialist; Finance/Operations Manager

Chemonics International, a leading international consulting firm based in Washington, D.C., seeks qualified Vietnamese national and expatriate candidates for the anticipated Support for Trade Acceleration (STAR) Plus project funded by the United States Agency for International Development (USAID) in Vietnam.
This program will support the Government of Vietnam’s ongoing and new efforts to implement trade and investment reforms, including changes in economic governance and macroeconomic areas, and will assist Vietnam with its further integration into the global economy.

POSITIONS

1. PPP Specialist in Trade and Investment
Facilitation of public-private dialogues on trade activities/WTO requirements
Promotion of PPP opportunities that utilize WTO membership benefits to foster private sector growth

2. Business Process Re-engineering Specialist
Mapping complex business processes and recommending solutions that would improve business service delivery
May, but does not necessarily, encompass e-government, IT solutions

3. Senior Communications Specialist
Developing and implementing communications and public outreach/awareness strategy and plan
Experience working with government counterparts a plus

4. Finance/Operations Manager
Knowledge of USAID, or other donors’, rules and regulations required
Oversee human resources, subcontract management, procurement, and other financial and administrative tasks and systems

QUALIFICATIONS
Relevant university degree required, Masters or PhD preferred
Experience working with Vietnamese and/or U.S. Government agencies, private sector stakeholders, and/or other donors
Work experience in Vietnam or Southeast Asia highly preferred
Prior USAID experience preferred
Experience with multilateral institutions preferred (i.e., WTO, OIE, CODEX, ASEAN, APEC)
Fluency in written and spoken English
