National Technical Adviser (Production)

FAO seeks an experienced project manager to implement a 8 month project to strengthen poultry production and control of Highly Pathogenic Avian Influenza (HPAI) in 4 pilot provinces of Viet Nam. Applicants should have experience in rural development, preferably in animal health or animal production with experience in training, project monitoring and possess good reporting skills in both English and Vietnamese.

The Adviser will work closely with UNDP and the Department of Livestock Production (DLP) under the Ministry of Agriculture and Rural Development (MARD) and will provide technical advice in relation to the nationally-executed activities within the Agriculture Component of the Joint Programme.

Specifically the Adviser will undertake the following duties and responsibilities:
- Implementation of FAO sub-component project
- Prepare project and quarterly work plans and develop more detailed plans for specific FAO project activities;
- Manage implementation of Letters of Agreement and liaise closely with FAO’s partner implementing organizations;
- Coordinate project activities between FAO, DLP and the sub-contracted implementing partners;
- Facilitate international and national consultancy inputs which are part of the project, accompanying field missions and providing translation where necessary; and
- Undertake other related tasks as required.

Implementation of monitoring function of DLP sub-component project
- Review of Project and quarterly plans and reports prepared by DLP and provide advice to FAO and UNDP in relation to their technical quality;
- Review of more detailed DLP project sub-component plans and related documents for specific activities including: review of workshop and training documentation, technical specifications for procurement and sit on the procurement panel, provide technical clearance for terms of reference for the mobilization of human resources and provide advice to UNDP in relation to issues of technical quality;
- Attend and monitor workshops and trainings organized by DLP and provide feedback to UNDP on the quality of training events as required; and
- Undertake other related tasks as required.

Qualifications and experience: The Consultant should preferably have:
- University degree in Veterinary, Agriculture, Animal Production or other relevant qualification;
- At least 5 years of proven relevant working experience in rural development, preferably livestock sub-sector;
- A solid experience in Project management, monitoring and evaluation, and reporting;
- A basic knowledge of poultry/livestock production/ animal science is required

Key skills: The Consultant should preferably have:
- Farmer training/ adult education skills;
- Good computer working skills;
- Ability to work independently and exercise sound judgment;
- Good inter-personal and team building skills; and
- Good spoken and report writing skills in both Vietnamese and English.

Duration: 8 months with possible extension.
Duty Station: Hanoi, Viet Nam, with possible travel within the country.
