National Procurement Consultant

Ministry of Agriculture and Rural Development (MARD) and the Asian Development Bank (ADB) are implementing the Forest for Livelihood Improvement in the Central Highlands (FLITCH) Project.
FLITCH’s purpose is the sustainable management of forests and conservation of biodiversity. 60 communes in 6 provinces Kon Tum, Gia Lai, Dak Lak, Dak Nong, LamDong, Phu Yen provinces take part in the project.

GFA consulting Group GmbH is the German consulting firm responsible for the technical assistant team.
GFA is now seeking for a national Procurement Consultant for about 9 months full-time assignment with duty station in the Central Highlands. Please refer to the TOR below for more details: National Procurement Consultant (9 person-months)

Qualifications: Undergraduate degree in economics and at least 3 years experience in procurement in the public sector (related to Natural Resources / Forestry) and in multilateral donor projects (preferably ADB). Good command of English.
Location: The consultancy work will be undertaken in Flitch’s 6 provinces in the Central Highlands.

Terms of Reference:
1. Support CPMU’s procurement staff in refining Flitch’s procurement system (planning, preparation of bidding documents, evaluation, contract award).
2. Support – together with technical specialists from CPMU as well as the TA side – the preparation of “TOR” for key services/equipment to be procured (i.e. LUP, forest land allocation, satellite images and interpretation of the same, (provincial and pilot SFC) forest inventory and forest management planning, feasibility study for ecotourism, small-scale construction, site / species matching, plantation design, seedlings, etc). “TOR” to be used by all provinces – with minor local adaptations.     
3. Assist CPMU in actual procurement, with focus on equipment as well as services, by using the relevant procurement method (mainly ICB, NCB, shopping, force account).
4. Supporting CPMU in the communication with and reporting to ADB.
5. Supporting CPMU procurement staff in interacting with and reporting to MARD and Management Board of Forestry Projects.
6. Support CPMU staff in the training of PPMU procurement staff.
7. Support the PPMUs with making the necessary local adaptation of “TOR” (see 2 above) as well as the complete bidding documentation for the relevant packages (starting with priority service as identified in the APO and in the first priority CIPs).
8. Support PPMUs in identifying suitable service providers.
9. Assist PPMUs in actual procurement – the full procurement cycle - with focus on services and small-scale construction, by using the relevant procurement method (NCB, shopping, direct contracting, force account).
10. Supporting PPMU in the communication with and reporting to CPMU.
11. Supporting PPMU procurement staff in interacting with and reporting to DARD and PPC.
12. Perform any other duties as required by CTAs.
