NATIONAL EXPERT FOR THE MID TERM REVIEW MISSION OF ACCESS TO COORDINATED CREDIT AND ENTERPRISE SUPPORT SERVICES Project
(Teamed up with an international consultant)

The Project: Operational since November 2007, the ACCESS project focuses on provision of sustainable microfinance services to poor women and capacity building for the Vietnam Women’s Union in managing microfinance activities.  Having supported direct credit delivery since 1997 to tens of thousands of poor women in 17 provinces, the project changed course in 2008 by supporting the establishment of a new wholesale fund at the Vietnam Women’s Union.  This is seen as key not only to ensure the sustainable use of the revolving fund capital in the long term, but also to support the young microfinance sector in Vietnam more strategically. 

The Mid-Term Review: the MTR aims at evaluating if the project objectives are likely to be met and whether each result is on course in terms of contributing to the attainment of the project objectives.  As a result of this evaluation, the MTR should provide both general and specific recommendations on how the project strategies and activities can be improved to attain the required results within the limited project time-frame remaining.  This should be done within the overall framework of sustainable and professional microfinance at the Vietnam Women’s Union.   Indicate why this MTR is important, which decisions it should enable, to whom it is addressed and who will make use of the recommendations.

Role of the National consultant: The National consultant will support the International consultant in providing sector context of Vietnam as well as socio-cultural context. He/she has to actively participate in analysis and discussions on the main findings; draft assigned parts of and assist in finalizing the MTR-report. The NE also has to ensure qualified interpretation for the team and is responsible for a high-quality translation of the Vietnamese version of the report.  The recruitment/management of a qualified translator/interpreter (as per the TOR for this assignment), is the responsibility of the NE.

Contract Duration and Remuneration:  The mission is expected to take place in mid July 2010, depending on the availability of the international and national consultant. Duration of the contract is estimated for 20 working days, depending on the technical proposal and a compromised work plan of the team.

Required qualifications: The National consultant has preferably a degree in economics, finance, development studies, business administration or similar. He/she mustlevel of educatiolevel of education. be specialized in microfinance (oriented towards sustainable and professional microfinance) with at least 10 years experience in evaluating development projects in Vietnam and be familiar with participative approach. He/she must be able to write and speak English at a very high level. National consultants participated in earlier identification, formulation or evaluative studies in relation with this project will not be considered.
