International Consultant/ Team Leader to Carry Out a Final Evaluation of the Project

Oxfam GB is implementing a Disaster Risk Reduction Project in Dong Thap and Tien Gian Provinces in Vietnam funded by AusAID under the Vietnam- Australia NGO Cooperation Agreement (VANGOCA). The project started in April 2006 and will end in October 2010. Oxfam GB is looking an International Consultant/ Team Leader to carryout a final evaluation of the project.
Duration of consultancy service: Approximately 20 days starting from 21 July, 2010

Major Responsibilities:
- Lead the evaluation team
- Review all available relevant documents of project development and implementation that are provided by Oxfam and partners; read Oxfam’s MEL framework etc
- Design a detailed methodology/timeline for the assessment that can effectively evaluate key project indicators
- Submit A two-page overview of the proposed methodology and timeframe for discussion with Oxfam’s Humanitarian team
- Submit for review Questionnaire and Discussion Guide to be used during Individual Interviews and Focus Groups Discussion
- Collect all forms of qualitative and quantitative data
- Compile both qualitative and quantitative
- Facilitate a briefing session; a presentation of initial findings and proposed draft report
- Submit a draft report and get comments from partners and evaluation team
- Incorporate comments into the report
- Submit final Report (1 x hard copy, 1 x soft copy),

Requirements:
- At least 5 years of research experience, and
- Advanced degree (Masters or Ph.D.) in related field
- Experience in participatory research methodologies with at least 5 years experiences both qualitative and quantitative. Demonstrated experience in field survey and project assessment.
- Advanced experience and expertise in Disaster Risk Reduction project implementations, monitoring and conducting evaluation of donor funded DRR projects.
- Excellent writing skills
- Experience working in Vietnam. ( preferred)
