Gender and Governance Advisor

SNV - Netherlands Development Organisation is a Non-Governmental Organisation working in Vietnam since 1995. SNV supports local organisations (state and non-state) in poverty reduction, mostly at the meso level, through a combination of advisory, knowledge brokering and advocacy services. SNV Vietnam invests in different programs, i.e. Value Chains, Rural Water Supply and Sanitation, Renewable Energy/Biogas, Pro-poor Sustainable Tourism, Pro-poor Forest, Inclusive Business and Climate Change.

SNV is looking for a dynamic and creative Vietnamese candidate to fill in the post of: Gender and Governance Advisor

Background:
District and provincial authorities are primarily organised for implementing projects and they are also still the primary providers of sanitation hardware and services. Local norms and practices are not conducive for sanitation business development, while accountability and transparency is a persistent problem. Without underestimating the complexity of vested interests, gradual changes are needed to offer more sustainable, diverse solutions and create/deliver outreach.

Through a good understanding of the practical barriers for sanitation business development, district level advocacy and multi-stakeholder processes, some practical changes can be implemented to create/allow for a more favourable business environment. Gradually the role of local governments should swift towards regulation and quality control. This is a longer term process, which is integrated in this proposal, but also needs continuation under SNV Asia’s Sustainable Sanitation and Hygiene for ALL framework programme.

Responsibilities
- Under the supervision of the project manager, the gender and governance advisor will develop the component 4 of the programme: “Improving WASH governance, multi-stakeholder sector development”. In that role, he/she will be responsible for the following activities:
- Assist and facilitate district  and provincial multi-stakeholder workshops on sanitation and hygiene
- Design the methology , support the development of district level sanitation plans (with monitoring to be undertaken by local authorities and other stakeholders- in coordination with the regional IRC activities). For those districts where sanitation plans are already in place: support the effective implementation of those plan.
- Identify governance related barriers and opportunities for sanitation business development
- Promote dialogue with special needs groups and district agencies to increase awareness and understanding of needs.
- Document the specific needs and points of view of special needs groups related to sanitation and hygiene.
- Develop smart subsidy guidelines for sanitation/ design pro-poor support mechanisms in districts
- Support the programme leader to organise and conduct a national stakeholder workshop on rural Sanitation& hygiene

Furthermore the gender and governance advisor should work together with the BCC and hygiene advisor in the BCC component (4) to:
Ensure gender and social inclusion is fully integrated in the different hygiene communication strategies, materials and activities.
Outcomes of the baseline and monitoring is done is coordination with the key WASH stakeholders.

Capacities:
At least 5-7 years of relevant experience
Good communication skills in English and Vietnamese
Good computer skills in MS-applications (Word, Excel, Internet, Email)
Knowledge of the context, advisory, facilitation capacities etc. (the generic SNV capacities)
Knowledge of the WASH sector
Background in gender, social inclusion and governance.
Capacity to promote multi-stakeholder processes and guide others in that.
Knowledge of M&E
Knowledge or willingness to learn about smart subsidies in sanitation and people with disability.
Basic research skills is considered an advantage (as the person will have to unearth evidence to convince stakeholders of needs and rights of special needs groups
Contract:
SNV offers one–year associate consultancy contract for all those positions (July 2010-June 2011)
