Deputy Chief of Party

Chemonics International seeks a Deputy Chief of Party for a three-year USAID-funded trade assistance project in Vietnam. The project aims to assist the Government of Vietnam, through a flexible demand-driven program, in implementing trade and investment reforms related to the U.S.-Vietnam Bilateral Trade Agreement and the World Trade Organization Agreement with the goal of creating a more attractive environment for investment, trade and private sector growth.
The project will also seek to build capacity amongst key ministry staff, coordinating with key partners in both Vietnam and the American government.
Responsibilities include: provide overall technical direction for the project; manage relationships with Vietnamese and American government counterparts, NGOs, and USAID; oversee the project's financial and administrative operations; supervise project personnel and subcontractors; and manage preparation of project deliverables. Relevant experience and qualifications include:
- Minimum 15 years professional experience
- Relevant experience in Vietnam’s economics, law, economic reform and integration, economic governance, and international private sector development
- Advanced degree in a relevant technical field such as economics, public policy or law
- Experience working with the Government of Vietnam in implementing economic policy reforms—preferably in areas relating to the liberalization of trade and investment regimes
- Supervising teams of short- and long-term consultants
- Liaison with USG agencies, Government of Vietnam, private sector stakeholders, and other donors
- Work experience with multilateral institutions preferred (i.e., WTO, OIE, CODEX, ASEAN, APEC, or other relevant entities)
