Consultant for Voluntary Counseling and Testing Program

FAMILY HEALTH INTERNATIONAL (FHI) is an international non-governmental organization that works with the Vietnam Ministry of Health, other ministries, provincial health services, and local non-government organizations to promote the health and well-being of the Vietnamese population, particularly vulnerable and disenfranchised groups. FHI is currently building the capacity of local organizations in HIV/AIDS prevention, care and treatment; clinical research for the development of vaccines and drugs for infectious diseases; tobacco control; and laboratory strengthening.

For the expansion of Voluntary Counseling and Testing (VCT) program, we are looking for a long-term full-time consultant. This consultant will be working closely with VCT team with tasks are described in the below section.

Duration: 12 months (from January to December 2010).

Working Station:
FHI Hanoi Office with frequent travel to program provinces

Roles and Responsibilities of consultant position:
The consultant will work with experts and FHI program staff to:
1. Assist in monitoring a number of VCT sites including quality assurance and quality improvement (QA/QI), technical assistance, review and feedback of indicator and narrative reports from implementing agencies.
2. Organize and facilitate a number of capacity building/training activities
3. Performing other tasks as requested

Essential qualifications and work experience of Consultant:
- In order to quickly catch up and able to manage the duties under consultancy contract, the consultant should:
- Medical or social science background, preferably a Masters degree in social sciences or public health.
- Knowledge about HIV/AIDS is a must. Experience and knowledge in health or development programs management, preferably in the area of voluntary counseling and testing service.
- Ability to analyze and synthesize qualitative data and reports.
- Willing and able to work under pressure and travel frequently.
- Excellent written and oral communication skills in both Vietnamese and English.
- Good computer skills including Word, Excel, and PowerPoint.
- Work experience with NGOs/INGOs is preferred but not mandatory.
