Central Vietnam floods: Irish Aid Emergency Fund calls for concept notes

Irish Aid has agreed to allocate a maximum of €150,000 from the E&R Fund to support recovery in the most affected provinces of Quang Binh (€70,000), Ha Tinh (€50,000), and Quang Tri (€30,000). The scale of support is indicated based on the level of losses and needs of the three provinces. The support would be in the form of social (cash) transfers to affected households to help them recover their livelihoods.
 
Irish Aid is now calling for concept notes as the basis for discussion on the operation. One applicant can propose operation in more than one province.
 
Applicants are requested to submit a concept note in a stadard format via email to [email protected].
 
The deadline for submissions of concept notes is 12h00 Monday 25 October 2010.  Once concept notes have been appraised, short-listed applicants will be invited to submit a full proposal.
 
On a related note, Irish Aid will follow up on last year’s cash transfer in disaster situation by Irish Aid (and may be by others) and to monitor this year process. Irish Aid would like to commission research on this process and welcome letters of intent from organisations who have interest in the research.
