Behaviour Change Communication (BCC) and Hygiene Advisor

SNV is looking for a dynamic and creative Vietnamese candidate to fill in the post of: Behaviour Change Communication (BCC) and Hygiene Advisor

Background:
Sustainable hygiene behaviour change involves more aspects than only giving up the practice of open defecation. To become solid behaviour change/ to consolidate behaviour change, initial motivation triggered in the demand creation process, needs to gradually incorporate other hygiene messages. Such messages need to be carefully designed for different target groups, taking into account barriers for behaviour change as well as communication channels. Important is to realise that not always the RWSS project implementers are the best or only channel to deliver hygiene promotion messages: it is necessary to engage those actors that have outreach and good communication with the target groups. Often existing health extension provides better opportunities, for example health workers, mother-child care support etc.
Preventive health often does not have a high priority within health extension, if it does so, it will normally focus on a few generic messages for all people. This components aims to influence both personal and domestic hygiene practices through behavioural change communication delivered by existing community health structures, schools or other structures with the appropriate outreach (women’s union in Vietnam for example). For this purpose, a behavioural change strategy will be developed with those actors and further improved through joint monitoring and feedback. Links will be made to existing hygiene education programmes in the countries, as well as hygiene related school programmes.

Responsibilities:
- Under the supervision of the project manager, the BCC and Hygiene advisor will develop the component 3 of the programme: “Developing behavioural change communication for hygiene and sanitation marketing”. In that role, he/she will be responsible for the following activities:
- Design and assist to establish the sanitation and hygiene baselines
- Identify those organisations with outreach and capacity for BCC on hygiene (possibly community health workers, youth groups, women’s groups etc.)
- Support a localised BCC strategy directed to adults (men and women)
- Support the development of BCC strategy and materials direct towards children (for schools and if applicable monastic institutions)
- BCC training to district staff
- Linkage to and monitoring of local hand washing campaigns
- Support the development of mass communication materials: promotional material, videos, radio scale models of toilets etc. (depending upon what has been planned)
- Ensure the effective linkages with existing hygiene programmes in the same geographical area.

Furthermore the BCC and hygiene advisor should work together with the person responsible for the Sanitation demand creation and follow-up component, to ensure coherence between demand creation messages and following hygiene messages. Also the BCC and hygiene advisor will support the integration of hygiene aspects in follow-up activities (after demand creation).
And with the gender and governance advisor in the WASH government component (3) to ensure that hygiene is fully integrated into the district sanitation plans and monitoring.
And with the SME advisor, to ensure that business training and development takes into account appropriate hygiene standards.

Capacities:
At least 5-7 years of relevant experience
Good communication skills in English and Vietnamese
Good computer skills in MS-applications (Word, Excel, Internet, Email)
Knowledge of the context, advisory, facilitation capacities etc. (the generic SNV capacities)
Knowledge of the WASH sector
Background in hygiene and communication
Detailed knowledge of sanitation hygiene aspects and behaviour
Knowledge of different technologies and their hygiene aspects.

Contract:
SNV offers one–year associate consultancy contract for all those positions (July 2010-June 2011)
