Objectives of the Programme
WHO currently supports Viet Nam’s efforts in water quality management and environmental health by helping build its capacity to develop, organize, manage, conduct and sustain long-term prevention and control policies and programmes. The National Professional Officer (NPO) in Viet Nam provides technical support to the Ministry of Health (MoH) including Vietnam Administration of Preventive Medicine (VAPM), Department of Therapy (DoT), National Institute for Occupational and Environmental Health (NIOEH), Ministry of Natural Resources and Environment (MoNRE) including Vietnam Environmental Protection Agency (VEPA), Ministry of Construction (MoC) including Department of Urban Infrastructure, Ministry of Agriculture and Rural Development (MARD) including Center for Rural Water Supply and Environmental Sanitation (CERWASS) and Department of Water Resources as well as Vietnam Water Supply and Sewerage Association (VWSA) in the planning, implementation, monitoring and evaluation of water safety plans, healthcare waste management, health impact assessment (HIA) and national environmental health action plan (NEHAP).

Description of duties
Under the guidance and supervision of the Team Leader Non communicable disease and the WHO Representative, the incumbent will perform the following functions:
1. Provide technical assistance in the design, implementation and monitoring of interventions for capacity building on water safety plans (WSP), implementation and scaling up WSP in the water sector in Viet Nam, improving health care waste management, setting up and developing HIA process for development projects and finalizing and implementing national environmental health action plan
(NEHAP).
2. Coordinate activities in water and sanitation, environmental health areas in co-operation with World Bank – Water Sanitation Programme, UNICEF, InWent, Danish Bilharzia Laboratory (DBL), Rural Water and Sanitation Partnership NTP II (MARD), MoNRE, MoC and MoH.
3. Prepare, in collaboration with local partners, proposal for additional funding of water and sanitation, health care waste management and environmental health activities.
4. Support, as appropriate, WHO interventions and policy advocacy, which require multi-sectoral collaboration and participatory approaches, e.g. collaborative work between MoH, MoNRE, MARD, MoC and Central Commission and National Assembly on water and sanitation as well as environmental health issues.
5. Perform other relevant duties as may be assigned.

QUALIFICATIONS REQUIRED:
Education
Essential: University degree in Environmental Science, Environmental Engineering, Public Health, Environmental Health and Civil Engineering or related areas.
Desirable: Environmental health management, water and sanitation or health care waste management Competencies

Functional Skills and Knowledge:
Knowledge and experience in water and sanitation, health care waste management, health impact assessment and environmental health programmes. Skills in planning, training, monitoring, and evaluation of interventions, and in development of locally adapted tools and instruments. Good communication skills are essential. Ability to interact with health professionals at various levels and to work with government officials, nongovernmental organizations and international agencies. Ability to work harmoniously as a member of a team, adapt to diverse educational and cultural backgrounds and maintain high standards of personal conduct.
Experience
Essential: 1-2 years of experience at national level in the development and implementation of water and sanitation, health care waste management and environmental health intervention. Experience in participating in policy formulation and establishment of control activities at national level. Experience as an effective team member with multidisciplinary groups in resolving complex issues with political and economic implications. Experience in working with government. Proven ability in writing proposals and reports.
Desirable: Experience in the field of water supply and drainage management, health care waste management and environmental health management. Experience in working with or in nongovernmental and regional or international organizations and partners.
Languages
Excellent knowledge of spoken and written English and the local language
