Medecins du Monde together with local partners in Vietnam, contributes to decreasing HIV and AIDS prevalence among the most at risk people living in Hanoi and HCMC and contributes to a better quality of life for people living with HIV and AIDS. Services supported through local partners include sexually transmitted infection diagnosis and treatment, HIV prevention, HIV counselling and testing, care and treatment including ART, palliative care and support for orphans and vulnerable children.

They are seeking a qualified and experienced Vietnamese candidate for the position of Administrator, HCMC-based, starting in October 2009. Salary is based on competencies and competitive to other international NGOs.

The full-time position: Adminstrator (ADM)

Main Responsibility:
- The Administrator will be responsible for the overall functioning of the Project Accounting, Budgetary, Administrative management and Human Resource management system of the Ho Chi Minh City Field Office in order to ensure guarantee rigorous and transparent management procedures and to fulfill the contract of objectives. In consultation with the MdM HCMC Site Coordinator, the MDM Administrator will work collaboratively with the Day Care Centre’s (DCC) administrative staff of District 6 and 9 and administrative staff of Provincial Aids Committee (PAC) when necessary.
- The Administrator will travel to the DCC as needed for financial and administrative monitoring, ensure the timely identification and resolution of financial, HR or administrative problems that effect project implementation.
- The administrator will represent the organization at relevant NGO sector, will be in contact with local donors and will be responsible in the quality of relationship with donors and partners

Required qualifications:
The successful candidate should have a B.A degree in Business Administration or Finance.

- Strong sense of responsibility
- Strong critical thinking skills
- Strong interpersonal skills and demonstrated ability to establish effective working relationship with local partners.
- Experience in day to day office management.
- Ability to work as part of a team.
- Wide connections within the administrative staff network either local or INGOs;
- Good interpersonal communication skills;
- Talent in negotiating and dealing with practical issues;
- Computer literate, particularly with Excel and Word
- Knowledge of USAID is an asset
- Excellent oral and written Vietnamese and English

Working experiences:
- At least 3 years of relevant working experiences.
- Knowledge or working experiences with the Government and with the international NGO is strongly preferred.
- Human resource management experience is required
- Auditing experience is an asset.
