Vietnam Consultative Group (CG) Meeting

About the CG meeting and the INGO involvement
The CG meeting serves as a platform for discussion between Government and donor agencies on development policies and donor pledges. The first Vietnamese CG meeting was held in Paris in 1993 and since 1999 it has been held in Vietnam, co-chaired by the Ministry of Planning and Investment and the World Bank in Vietnam.

There are two meetings during a year: an informal meeting in June, usually held outside Hanoi in order to combine it with a field visit, and a formal meeting during December held in Hanoi.

The INGOs are invited to have four representatives present at the meeting, they are invited as observers sharing one seat at the round-table. INGO representatives are, like the other participants, allowed to make one comment during each session.

Normally, the four representatives divide the different sessions of the meeting between them, and then put their comments forward when relevant. Furthermore, the INGOs prepare a Statement for the Formal CG meeting in December. The statement is based on a consultation with the INGO community and is made available to all CG meeting participants. In addition to this, an annual report on all working group activities is prepared and made available in both English and Vietnamese. The four INGO representatives are elected at the INGO forum for a two-year period.

CG Meetings 2008

2008 Mid-term Consultative Group Meeting

The Mid-term Consultative Group Meeting will be held on June 5-6, 2008 at Sapa.

The focus of this meeting is on the following topics:

  1. Recent Socio-Economic Developments: macro-economic developments, revised plan priorities and impacts on poor and disadvantaged people;
  2. Report from Vietnam Business Forum (VBF);
  3. Report back on Anti-corruption dialogue;
  4. Climate change issues: National Action Plan and coordination across government agencies; and
  5. Northern mountains provincial development and aid effectiveness: Ethnic minorities, local participation and decentralisation, effectiveness of aid delivery mechanisms.

INGO interventions for the CG Meeting have already been compiled over April-May through a consultative process invloving NGO RC members and other stakeholders.

Topic: Socio-economic Development Plan (SEDP): From Plan to Action
This year's agenda is divided in to 3 topics:

  1. Implementation of SEDP 2006-2010
  2. International and Regional integration through WTO, APEC
  3. Harmonization, aid effectiveness and donor commitments

Any comment that INGOs intend to put forward will therefore relate to
these topics. During the 3rd session, a donor pledging process takes
place, where INGOs are expected to make an approximate contribution.
This is done to make an estimate of the contributions from INGOs in the
development budget. Last year the figure reached $170 million.
