International NGOs and the Vietnam Consultative Group

The Consultative Group (CG) meeting is a platform for discussion between Government and donor agencies on development policies and donor pledges. The first Vietnamese CG meeting was held in Paris in 1993 and since 1999 it has been held in Vietnam, co-chaired by the Ministry of Planning and Investment and the World Bank in Vietnam. Two meetings are held each year: an informal meeting in June, usually held outside Hanoi in order to combine it with a field visit, and a formal meeting during December held in Hanoi.
 
Four representatives of international NGOs (INGOs) are invited to the meeting; they are invited as observers and share one seat at the meeting table. They usually divide the meeting sessions between them, and, as with other participants, have the opportunity to make one comment during each session.
 
A joint statement by INGOs is published for each formal December meeting, prepared by the four INGO representatives and the VUFO-NGO Resource Centre after consultation with the member INGOs of the centre, and made available in English and Vietnamese to all meeting participants. In addition an annual report on the activities of the working groups hosted by the Resource Centre, International NGO Partnerships for Development, also in English and Vietnamese, is made available at the CG meeting.
 
The INGO four representatives to the CG meeting are elected, for a term of two years, by member organisations of the VUFO-NGO Resource Centre at one of the centre's INGO Forums. The current  representatives are:

2010 December Consultative Group Meeting

Two documents from the VUFO-NGO Resource Centre were shared at the CG Meeting held on December 7-8, 2010, in Hanoi.

Firstly, a joint statement was shared from member INGOs of the VUFO-NGO Resource Centre, prepared by their four INGO representatives at the meeting and the Resource Centre after consultation with the members.

2009 Mid-Term Consultative Group Meeting

The Mid-Term Consultative Group (CG) meeting was held on June 8-9, 2009, in Buon Ma Thuot, the Central Highlands province of Dak Lak.

The focus of the meeting was on the following topics:

  1. Macroeconomic Situation and Growth Forecasts for 2009
  2. Social Impacts due to Economic Slowdown and Policy Response
  3. Report from the Vietnam Business Forum
  4. Governance and Implementation of the Anti-Corruption Strategy towards 2020
  5. Climate Change - Adaptation and mitigation
  6. Progress on Harmonization Agenda and Aid Effectiveness

The INGO community contributed to discussions through its four selected CG representatives and the NGO Resource Centre Managing Co-Director. Short informal statements have been prepared in consultations with INGO members prior to the meeting; and delivered during discussions by Steve Price-Thomas, Phan Van Ngoc, Peter Newsum and Kim N. B. Ninh. Traditionally, mid-term CG meeting is an informal event, thus no written statement has been prepared.

Three field trips were organised for all participants on 9 June 2009:

1. Chu Yang Sin National Park route

  • Health-care Propaganda Centre: Health Care Project in Central Highland (ADB);
  • Dak-Man coffee processing joint-venture (FDI);
  • Chu Yang Sin National Park (GEF).

2. Buon Don route

  • Netherlands-Vietnam Coffee Company (FDI);
  • Water drainage and environmental health for Ban Me Thuot City (DANIDA);
  • Buon Don village.

3. Dray Nur Waterfall route

  • Tay Nguyen Ethnic Vocational Training College (ADB-CIDA);
  • Leprosy village in Dray Sap commune (AFRF);
  • Ea-kao – Buon Bu rural road (WB)
  • Dray Nur Waterfall.

 

 

CG Meetings 2008

2008 End-Year Consultative Group Meeting
The End-Year Consultative Group Meeting was held on December 4-5, 2008 in Hanoi.
The focus of this meeting was on the following topics:

  1. Socio-economic situation
  2. Harmonisation & Aid Effectiveness
  3. Governance & Institutional Reform
  4. Climate Change 

The 2008 INGO Statement for the CG Meeting was compiled over November-December 2008 through a consultative process involving VUFO-NGO Resource Centre members and other stakeholders.

The Mid-term Consultative Group Meeting was held on June 5-6, 2008 at Sapa.
The focus of this meeting was on the following topics:

  1. Recent Socio-Economic Developments: macro-economic developments, revised plan priorities and impacts on poor and disadvantaged people;
  2. Report from Vietnam Business Forum (VBF);
  3. Report back on Anti-corruption dialogue;
  4. Climate change issues: National Action Plan and coordination across government agencies; and
  5. Northern mountains provincial development and aid effectiveness: Ethnic minorities, local participation and decentralisation, effectiveness of aid delivery mechanisms.

INGO interventions for the CG Meeting have already been compiled over April-May through a consultative process invloving NGO RC members and other stakeholders.
