This Directory is used by INGOs, Government agencies, donors, embassies, local organisations, researchers and others to find out about the work of INGOs in Vietnam. Guide for Monitoring and Evaluating Avian Influenza Programs in Southeast Asia
This guide was developed by a regional Technical Working Group (TWG), consisting of members from the United Nations System Influenza Coordination, the Food and Agriculture Organization, the World Health
Organzation, UNICEF, the Academy for Educational Development, Abt Associates, MEASURE Evaluation, the U.S. Centers for Disease Control and Prevention, and the U.S. Agency for International Development.
Subsequent to TWG meetings, visits were made to Laos, Thailand, and Vietnam to consult with in-country partners and government officials from Ministries of Health and Agriculture regarding the logical
framework, indicators, and data sources.

The overall objective of the guide is to encourage the use of monitoring and evaluation (M&E) to support effective and evidence-based national highly pathogenic avian influenza (HPAI) programs. Specific objectives

About the INGO Directory

Now in its 15th edition, the Directory was first published in 1991 in response to the increasing number of international organisations providing humanitarian and development assistance in Vietnam. In particular, it sought to be a resource providing information about the work organisations were conducting in the country, which activities they were involved in, and where they were working. Although the format has changed over the years, the overall aim is still to:

  • increase knowledge, in Vietnam and overseas, about INGOs working in Vietnam, and
  • to help foster communication among these INGOs, the Government of Vietnam, local groups and associations, and other international institutions.

Updating, editing, and printing of the Directory is co-ordinated by the VUFO-NGO Resource Centre in Hanoi with assistance from the People’s Aid Coordinating Committee.

What is in the 2007 edition?
The most significant change in relation to this year's Directory is the inclusion of more detailed information on the activities and services provided by the NGO Resource Centre, including the centre's website, Working Groups and forums.

As in previous years, the 2007 Directory includes all INGOs registered to work in Vietnam who have submitted listing information to the NGO Resource Centre, regardless of whether or not they are a member of the centre. This includes listings for more than 140 organisations, which is divided into two major sections.

Section One - Full Listings: includes all members of the NGO Resource Centre and other organisations who contributed to the production of the Directory. The content of each entry is the responsibility of the INGO concerned.

Section Two - Brief Listings: includes the names and contact details for all other organisations registered to work in Vietnam. We are grateful to PACCOM for providing this information.

As in previous editions, the Annexes provide additional useful information for INGOs, including:

  • a map of Vietnam with all 64 provinces and centrally-administered cities (Annex A);
  • summary tables of INGO work by province (Annex B) and by sector (Annex C);
  • regulations for INGOs operating in Vietnam (Annex D);
  • information about PACCOM (Annex J); and
  • other useful information regarding bilateral cooperation agencies, selected international organisations; international financial institutions; United Nations organisations; government ministries; selected Vietnamese institutions; embassies and consulates; and an index of acronyms used throughout the Directory (Annexes E, F, G, H, I & K).

    The NGORC Pakistan operates within the framework of the Civil Society Programme of the Aga Khan Foundation (Pakistan). Based in Karachi, in the province of Sindh, Pakistan, the Centre has been in existence since 1990.
  • NGO Forum on Cambodia
    The NGO forum on Cambodia is a membership organisation for local and international non-governmental organisations (NGOs) working in Cambodia. It exists for information sharing, debate and advocacy on priority issues affecting Cambodia’s development.
  • PIANGO

    The NGO Co-ordination and Resource Centre (India) was formed with the aim of providing a range of services to the communities and organisations involved in the rehabilitation process following the large tsunami in 2004.

The Administrators Working Group meeting under the VUFO-NGO Resource Centre also offers a valuable resource of experience in operational issues in Vietnam.

INGO Meeting on new UN - EU Cost Norms

In October 2007, the UN Agencies, he Embassies of the EU Member States, and the EC Delegagation to Vietnam ssued a common set of UN - EU Guidelines For Financing of Local Costs in Development Co-operation with Vietnam, the so-called UN - EU cost
norms.

The issue of the UN - EU cost norms is part of the overall aid effectiveness agenda, and is a step in the process towards gradual alignment of donor cost norm systems with the government system.

At this point it is unclear what implications these new cost norms will have for INGO development programs and projects, which are funded by UN and EU/EC. A number of INGOs have raised questions and concerns with regard to the new cost norms, and potential negative impact.

To address these questions and concerns the NGO Resource Centre is organising a meeting the new UN - EU cost norms.

National Programme for the Promotion of INGO Assistance (NPP) 2006 – 2010

On December 27 2006, the Prime Minister issued decision 286/2006/Q?-TTg approving the National Programme for the Promotion of INGO Assistance (NPP) 2006 – 2010. The Decision came into force 15 days after the date of publication in the Official Gazette.

PIT Resources

 
Circular No 55/2007 issued on May 29, 2007 by the Ministry of Finance details personal income tax exemption for foreigners working for non-governmental funding programmes/projects in Vietnam. The circular states that the tax exemption applies to people with a foreign nationality, who have been recruited to work in Vietnam based on an agreement between an INGO and a Vietnamese agency to directly implement programmes/projects as written in the project/programme document and in accordance with a TOR for a foreign consultant. Others, including foreigners working as staff for a representative office, project office or working as a consultant for projects excluded from the application scale of the circular, are not included in exemption.

Volunteering in Vietnam

The VUFO-NGO Resource Centre receives many enquiries each year from people in both Vietnam and overseas who are seeking volunteer opportunities in Vietnam. We have compiled some general information on volunteering in Vietnam, including information about volunteer sending and receiving agencies and links to relevant sites.

Volunteering in Vietnam
The VUFO-NGO Resource Centre does not generally have information on specific volunteer opportunities or internships. Specific opportunities that we are aware of will be posted on the Jobs Board section of our website. Further information is provided below to assist individuals interested in volunteer work in Vietnam.

Volunteer placements
Vietnamese citizens who are interested in volunteering are able to register with the United Nations Volunteers (UNV) program in Hanoi. UNV recruit Vietnamese volunteers for a range of placements in Vietnam and overseas.

For others, we have generally found that volunteer positions are best arranged in the prospective volunteer's home country through one of the established volunteer placing/sending agencies, or through an international volunteering agency such as United Nations Volunteers.

These agencies have developed effective systems for assessing potential volunteers, and linking them with established partners in Vietnam and elsewhere. They also have pre-departure training and provide basic support to volunteers during their placement and may be able to arrange a living allowance for the volunteer, as well as travel costs, medical insurance and other costs associated with the volunteer placement.

The Vietnam Volunteer Network section of the UNV website in Vietnam also contains information about organisations that send volunteers, and those that may receive them in Vietnam. You can also subscribe to an email discussion and announcements list on Volunteerism in Viet Nam, Laos and Cambodia via the UNV Website.

We are sometimes contacted by travellers who are keen to undertake some volunteer work for a few days or weeks as part of their overall visit to Vietnam. In general, we are not able to assist with this kind of request.

Unlike in some other developing countries, there are few if any programs in Vietnam where it is possible to arrange volunteer experiences at very short notice.

You may find it useful to visit the Vietnam Volunteer Network section of the UNV website in Vietnam, which contains information about organisations that may require volunteers in Vietnam.

We do ask you to remember that these organisations are usually fully occupied implementing their programs, and that you may do more good by simply visiting and making a donation.

Overview of Volunteers For Peace in Vietnam

Volunteers For Peace (VFP) has announced its active presence in Vietnam with focus on promoting voluntary service as an effective means of intercultural education and community service. VFP organises various volunteering and internship placements, short-term or long-term, in Hanoi and nearby areas in response to the inquiries of international and national volunteers in recent time.

VFP is now organizing three main programs: International Workcamp, Voluntary Teaching and Experience Learning (Internship).

International Workcamp

International Workcamps are a short-term form of international voluntary service that emerged from war-torn Europe back in 1920. They are an affordable and meaningful way to travel, live and work in a foreign country, and to respond positively to the many challenges facing our planet by getting to know people and working with them to improve their lives in some tangible way. For many, they are a good way to "test the waters" of international service with a great variety of programs worldwide. Discussions on issues of common concern, free-time activities and local excursions are an integral part of every workcamp.

Voluntary Teaching
Volunteers teach English, French or computer to children in primary schools or for staff in local NGOs, orphanages or other humanitarian projects.

Experience Learning
Volunteers work in various local NGOs, community projects or orphanages to learn and support the development work in Vietnam or taking care of the disadvantaged children.

VFP's programs provide volunteer opportunities at different levels for not only experienced professionals but also for un-experienced people.

VFP is a Vermont non-profit (501 (c) (3)) membership corporation which has been coordinating International Voluntary Service since 1982. We do not have any religious or political affiliation or agenda.

VFP is a Vice President (of the Americas) and Executive Committee member of the Coordinating Committee for International Voluntary Service (CCIVS) at UNESCO and works in cooperation with Service Civil International (SCI), the Alliance of European Voluntary Service Organizations, and International Youth Action for Peace (YAP). In 2004, VFP exchanged over 1,200 volunteers. Since our creation in 1982, we have exchanged over 23,000 volunteers with our partners in more than 90 countries.

VFP has legal status as an educational and charitable organization as registered with the US Dept of Treasury. In Vietnam, VFP has been granted Permit of Operation by COMINGO since October 2005.

Vietnam Socio-Economic Development Plan 2006-2010

International NGO comments on the draft 5-Year Plan

On 25 August 2005, the Resource Centre organised an informal INGO consultation on the draft Socio-Economic Development Plan 2006-2010. More than 60 INGO participants joined the meeting.

Following the meeting, INGO contributions were combined to prepare in written comments for the Ministry of Planning and Investment. These were shared at the national consultation workshop on the SEDP on 7-8 September 2005 in Hanoi, organised by the MPI and World Bank.

Thanks to all those who shared their views, to our consultant Mr. Hoang Xuan Thanh our consultant, and also to ActionAid, CARE, CRS, Helvetas, Oxfam Great Britain, Plan International, Save the Children UK, SNV and VECO for providing funding support.
