During the end of 2006 several initiatives were taken in order to strengthen the I/NGO involvement in Programme 135 phase II (P135-II), including a consultation meeting with MARD on the production component guideline, and a workshop organised by CEMA on INGO experience in relation to P-135-II, in addition a database on I/NGO presence in P135-II communes is being prepared in order to provide CEMA with an overview of the extent of I/NGO activities in these areas.
In 2007, the NGO Resource Centre joined by the Ethnic Minority Working Group (EMWG) will continue to develop the collaboration with CEMA, the UNDP project VIE 02/001-SEDEMA, and related ministries and provinces on I/NGO involvement in P135-II.

The NGO RC and the EMWG are in process of developing an I/NGO database on “Presence in P135-II communes” in order to facilitate CEMA and other stakeholders coordination with I/NGOs. As of February 12, 2007, in all 13 I/NGOs have data for the matrix:

2. January 25
I/NGOs provided written comments to the UNDP Project VIE 02/001-SEDEMA on the "The consultative report support development of Commune Investment Ownership for Programme 135 phase 2" including the following: i) lessons learned on commune investment ownership, ii) setting up criteria and process for assessment of commune capacity, iii.) developing strategies and carrying out commune capacity building for investment ownership, etc.
3. January 30
I/NGOs provided feedback on P135-II draft communication strategy at a meeting organised jointly by the NGO RC and EMWG, where I/NGOs to discussed and provided feedback on communication strategy to the consultants and the UNDP project.
4. January 30 - ongoing
The NGO RC, the EMWG, and key I/NGOs are developing concrete actions and activities relation to I/NGO involvement in P135-II. Interested I/NGOs should email: director@ngocentre.org.vn for further information.
5. March 7
I/NGOs shared their experience on Participatory Infrastructure Management to UNDP project representative and discussed what they can support to P135 II. The meeting was organised by EMWG.
6. March 16
EMWG collected IEC materials for ethnic minorities and send to UNDP project as an I/NGO support to the P135 II Communication Strategy and Action Plan.
7. March 19
EMWG collated Participatory Infrastructure Management and send to UNDP project as an I/NGO support to the P135 II Commune Investment Ownership activities.

Background Description
Programme 135 Phase 2 (P135-II) is a five-year poverty reduction program of the government of Vietnam to be implemented from 2006-10. P135-II targets 1,644 poor and mountainous communes in 45 provinces which are home to the majority of Vietnam’s ethnic minorities. The program budget is approximately $800 million and financing activities are grouped according to four broad components: basic infrastructure; improved and market-oriented agriculture production; improved socio-cultural livelihoods through better access to social services; and capacity building for officials at all levels to better implement the program. The State Committee for Ethnic Minotiry Affairs (CEMA) is the lead agency assigned to coordinate and oversee Programme 135 Phase 2 (P135-II) implementation, with several ministries participating in different aspects of the programme.
